Warren, Arthur S.Owens,City <br />Manager~ <br /> <br />dent pro-tom. <br /> <br />The President and Vice President being absent, Mr. Fex was elected Presi- <br /> <br />O~mmlttee Report - <br /> <br /> "We, you~ Cemmittee appointed to consider the matter of disposing cf a <br />part of the GlensheallahGolf Course, beg to advlse~that we do not feel that it is <br />~ the best interest of Portsmouth that any part of this property be sold at the <br />present time. <br /> Yours truly, <br /> <br />adopted. <br /> <br /> Leslie T. Fox <br /> J. N. Howard <br /> F.D. Lawrence - <br /> <br />Notion of Mr. G~imes to concur in the <br /> <br />Committee." <br /> <br />report of the Committee, <br /> <br />was <br /> <br />The following communications from the City Manager were read: <br /> <br /> let - The Manager presented the contract between the County of Norfolk, <br />City of Portsmouth and Virginia Smelting Company, in reference to furnishing water to West Nor- <br />folk. I <br /> Motion o f Mr. Hutchins that proper officers be authorized to sign said I <br />contract, was adopted. <br /> <br /> 2nd - "The Honorable Mayor appointed a representative of this body to ~ <br />assist the Housing Authority in the orderly demolition of housing. It may be necessary to have! <br />available funds. <br /> I am therefore requesting that $100.00 be appropriated for this' <br />committee." <br /> <br />ate $100.00 for <br /> <br /> Motion of Mr. Grimes to concur in the Manager's request and to appropri- <br />said purpose, was adopted, and by the following vote: <br /> <br />Ayes~ Fox, Grimes, Hall, <br />Na~s: None <br /> <br />Howard, Hutehins, Lawrence, Warren <br /> <br /> 3rd - "C~ot. O.B. Dunn of the Police Department was injured in an auto- <br />mobile accident some time ago and it has been necessary to have special treatment of his inJu- <br />riese <br /> The eXPenses to the present time exceed what is comfortably in <br />the budget. Therefore, I am requesting a special appropriation of $350.00." <br /> <br /> Motion of Mr. Hutchins to concur in the Manager's request and to appro- <br />priate $350.00 for said purpose, was adopted, and by the following vote: <br /> <br />Ayes: Fox, Grimes, Hall, Howard, Hutchins, Lawrence, Warren <br />Nays: None <br /> <br /> 4th - "I am in receipt of the following letter from the Federal Works <br />Agency, relative to our toques% for an additional pumper: <br /> <br />for bids <br />a~opted. <br /> <br /> 'We have received telegraphic a~vlce that the Central Office <br /> has ~Dprsved your request that one additional yS0 gallon pumper <br /> be approved for purchase from funds allotted tc this project. <br /> It will be necessary that regular procedure be followed in the <br /> ac~uisition of this~equipment. You should, therefore, submit.to us <br /> two sets of the specifications on which you will receive blds. <br /> Upon approval of these specifications, you will be authorized tc <br /> advertise for bids.' Please authorize the City Manager to advertise <br />after &oecifications have been approved by the Federal Works Agency." <br /> Motion of Mr. Hutchins to concur in the Manager's recemme~lation, was <br /> <br /> 5th - "The need for detention homes for children appears to be more <br />pressing, and we would appreciate authority to make a study of t~he needs in this community for <br />a detention home for both whiteand colored juveniles. <br /> After establishing then~mber of cases, cost and other pertinent <br />data, I will report back to t~he Council for further action." <br /> <br />On motion ordered filed. <br /> <br /> · 6th- "We aretnreceip~ cf an offer fro~ theFederatWorks~A~ency on <br />Project VA ~u%.M-68~for Police Officers to assist us.in-necessary ~k for the year-1944, in <br />the sum of $13,300.00. <br /> Please authorize the adoption of the attached resolution.# <br /> <br /> <br />
