<br /> Specific mention was made of the fine way our City offioi&ls, including
<br />Administrative Officers and detail staff members, have met this tremendous responsibility;
<br />mention of the outstanding accomplishment; and, by resolution, unanimously adopted, the
<br />mission recorded its knowledge and appreciation of this splendid public service and directed

<br />building near our incinerator site and the attached letter quoting bids has been received from
<br />the architect.
<br /> It is my recommendation that we accept the bid of the Bcnney
<br />Construction Company, the lowest bid, which was $36,366.OO."

<br />Borland, City Manager of Norfol$, Mr. Arthur S. Owens, City Manager of Portsmouth, and Mr.
<br />Colon L. Hall, Chairman of the Board of Supervisors of Norfolk County.
<br /> In the above-mentioned letter, two suggestions were placed before the
<br />authorities of Norfolk ~tY, Portsmout~h City and Norfolk County for the housing of female
<br />prisoners. This_office is in receipt this morning of a reso!ution from the Board of S~oervi -
<br />sors of Norfolk O$unty, which was paSse~ by that body at a meatlng held on May 9th, 19Au4, in
<br />which the Board 6~ Supervisors.reject the proposal to use the Norfolk County Jail for t~he
<br />housing of weme~ prisoners.
<br /> Colonel Chas. B. Borland, Git, Manager of Norfolk, has indicated both
<br />by letter and telephone ~hat Norfolk City is willing ~c go into any oo~operative plan or make
<br />such arrangements for that city alone as would be required. No official communigation has
<br />been received as yet from Portsmouth City with reference to our le~te~ of April 2$th, 19~P~.
<br /> In rejecting the use. of the ~orfolk COunty Jail, the resolution gives
