Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr. James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. <br />Thomas Benn II1. H. Timothy Little, Deputy City Manager. G. Timothy Oksman, <br />City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Pitts, to approve the <br />minutes of a Called Meeting on July 22. 1996; a Called Meeting on July 23, <br />1996; and a Regular Meeting on July 23, 1996, and was adopted by unanimous <br />vote. <br /> <br />96-273 - Proclamation presented to Capt. William R. Klemm, Commander, <br />Norfolk Naval Sh ~pyard for "All American Week." <br /> <br />96-274 - Presentation to Johnna R. Whitaker. Deputy City Manager, for receiving <br />the Certificate of Achievement for Excellence in Financial Reporting for fiscal <br />year ending June 30, 1995. <br /> <br />96-275 - Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on lead in Washington Park. <br /> <br />2. Minister Rafiq Zaidi, 506 Dinwiddie Street, spoke on water bills and on the <br />Washington Park lead issue. <br /> <br />3. Ronald Reed, 5911 Bertrand Street, spoke on environmental codes violation <br />concerns in the Ebony Heights neighborhood. <br /> <br />4. Madalyn Morris-Grimes, 108 Florida Avenue, spoke on improper bulk refuse <br />putout in the Port Norfolk neighborhood. <br /> <br /> - Unfinished Business - <br /> <br />96-235 - Rezoning: <br /> <br />(a) Ordinance granting the rezoning application of the City of Portsmouth of a <br /> comprehensive rezoning of portions of Port Norfolk and Mount Hermon <br /> neighborhood from Commercial C-2 to Industrial M-l, deferred from the July <br /> 23, 1996 Regular Meeting. <br /> <br />1. Lewis Thomas, 131 Florida Avenue, requested a M-I-R zoning designation for <br />the application. <br /> <br />2. Madalyn Morris-Grimes, 108 Florida Avenue, requested a M-1-R zoning <br />designation and to have the item returned to the Planning Commission for further <br />consideration. <br /> <br />3. Cecilia Kelly, 720 Broad Street, requested the entire Z-96-05 rezoning item be <br />returned to the Planning Commission. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to refer item Z-96-05 <br />back to the Planning Commission for further consideration of the Industrial M-1 <br />and M-I-R zoning designation, and was adopted by vote of 6-0-1 (Robinett <br />abstained due to a potential conflict of interest as a result of business interests in <br />the area). <br /> <br /> <br />
