<br /> 2nd - "We have on its first reading an ordinance granting permission to
<br />County taxicabs to operate in the City of Portsmouth. I have learned from the Commonwealth
<br />Attorney for Norfolk 0ounty, ~r~ A. O. Lynch, that the 0ounty will introduce at the next
<br />monthly meeting of the Board of Supervisors of Norfolk County, an ordinance oontro!!in~ taxi-
<br />cabs in the County.
<br />It is my recommendation that we hold in abeyance any action on
<br />this ordins~uce until we find what are the pertinent factors in the Norfolk County ordinance."

<br /> 3rd - "Please authorize the Eanager to change the pay day of our per die~
<br />employees in order that our pay roll period may be from Monday ~o Monday with a pay-off day
<br />on Wednesday."

<br />Motion of Mr. Hutch_ins to concur in the Manager,s recommendation, was

<br /> 4th - "You referred to me the question of the noise of the Community
<br /> and I am advised that conditions are better.
<br /> I s~ attaching a letter from Mr. Cooper, Attorney for the Communi-
<br />advising us of h~s immediate action to remedy the situation.
<br /> We will watch closely for any recurrence of these objections."

<br /> 5th ~ "At your last meeting, you referred to the Oity ~an&ger, the ~ues-
<br />tion of sewer facilities for Gander Creek District, known as ProjeCt VA 44 ~O?. -
<br /> We have been.working on this specific project constantly, ~nd on
<br />June 2Oth, the Regional Office of the Feeerai Works Ag~enoy refused to recognize the project
<br />unless it was endorsed by the Navy ~nd the U~S. Public Health Service.
<br /> On Thursday~ July 6th, Capt. White, Officer in Charge of Medicine
<br />in the Norfolk Navy Yard, and Oity Engineer F. J. Bergon, with the Manager, conferred in Rich-
<br />mond with Mr. C. L. Vickers, Regional Director of the Federal Works Agency, Mr~ E~ C. Galla-
<br />gher, Mr. G. C. Rothrock and Mr. W. F. Bsrrett.
<br /> While the Navy expressed a distinct interest in the project, the
<br />U.$.~ablic Health Service, up to their last survey, had refused to recognize it as a poten -
<br />rial menace - in fact descrioed it as a ~mere pest'.
<br /> ! am requesting Dr. Sharps of the U. S. P~blic Health Service, to
<br />confer with Capt. White, Mr. Bergeron and myself in Wa~mington, during the week of July lyth,
<br />at which time you will be advised of the status of the project."

<br />City an automatic photograph machine for which there is no license in our License Tax ordi -
<br />hence.

<br />amending Section 76 of our License Tax Ordinance for the year beginning May let, 1944, as
<br />follows~

<br /> pictures only~ where coins are inserted, a license
<br /> ~ax of $25.00 per year.'"

<br /> ?th - "There has been considerable controversy with the Federal C-overn
<br />merit over water in our City and in spite of the emohatic pleas that our ds~ be raised or a new
<br />twenty-four inch line be connected between the two lakes~ the Federal Government up to the
<br />presen~ time has not seen fit to recognize the need.
<br /> I have been advised that they propose~to construct a twenty-four
<br />inch connection line between the two lakes out of Federal funds. However, they are proposing
<br />by letter that the City may enter into a contract to pay $50~00 per Mo G. for all water pass
<br />
