<br />cially I commend you for and that is you took your time and thought it over thoroughly-and
<br />when the decision was reached it was right. This law will have a great efvect upon the young
<br />people for good. We will have better men and WOmen in the days to come. All Portsmouth is back
<br />of you I am sure. I shall do all I can to help the young peopl~ to conform to this law. I

<br />the Robinson Circus (which will exhibit also for the Norfolk Police Association~ to Portsmouth,
<br /> As you know, the Robinson Circus is not a carnival, there are no conces-
<br />sions of any kind, nor any objectionable features. We would tike ~o present this Circus in
<br />the Portsmouth Stadium, ~tarting on Monday, September 18th and ending Baturday, ~eptember 23rd
<br />1944o Performances are in the open, no tents are used, the audience will occupy the Stadium
<br />seats.
<br /> ~e call your attention to a resoluticn~ Bection 9 of the City OrdinanCe
<br />regarding the use of the Stadium, which is as follows:

<br />'No~ circus, carnival or entertainment of liSe nature shall
<br />be permitted to use the stadium, nor shall ~uy other use be
<br />made of it which will materially injure the property of the
<br />baseball and football fields.'

<br /> The object of this letter is to respectfully request that you bring be -
<br />fore the Honor~ole Council this petition to amend a portion of the resolution, to delete the
<br />word "Circus", thereby allowing our Association to bring a bonafide circus, a form of amuse~
<br />ment that is enjoyed by young and old alike, to our community°
<br /> This ~mendment will allow our Association an opportunity to e am, as Po-
<br />lice Associations in other cities are earning~ a considerable sum of money.
<br /> We have explained this matter to the City Manager, and he has no obJec
<br />tions as to the dates specified or the Circus itself.
