<br />was constructed in order to provide adequate water for

<br /> "WHEREAS, the United States Government, through its
<br />agent, the Federal Works Agency, has constructed under Pro-
<br />Ject VA 44-258, the NottaWay P~ver Line to provide adequate
<br />water for Navy and Army facilities in the Norfolk and Ports-
<br />mouth area, and
<br />
<br /> WHEREAS, the City of Portsmouth has-been invited to
<br />make an offer for this line and if the Federal Go~ernmen~
<br />expects to dispose of this prior to the cessation of hostil-
<br />ities, the City of Portsmouth would like to be protected in
<br />the disposition of this line, and
<br />
<br />WI~_REAS, the City of Portsmouth believes that the
<br />Federal Government will and should protect its interestsl
<br />
<br /> THEBEFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginia, that iT express its willingness to
<br />~opropriate $50,000.00 for the purchase of the said line and
<br />~opurtenances."

<br />ed $730,000.OO and the City of Portsmouth $240,000.00 (January llth, 1944, page 228), ~aking a
<br />total of $970,000.00, will be completed in a very short while.
<br /> The Federal Government has appropriated to date $682,555.OO and
<br />the CiTy of Portsmouth $240,500.OO, or a total of $923,055.00.
<br /> The Federal Government is withholding approximately $48,000.00 of
<br />the total amoun~ due us, which is five per cent on each estimate, until the completion of the
<br />project.
<br /> You will observe that the total appropriation of $923,OO0.O0,plus
<br />the aooroximate five per cent of $48,O00.OO by the Federal Government, will complete the total
<br />proJe%% of approximately $970,O00.00.
<br /> You have previously ~opropriated $19.000. O0 for settlement of the
<br />Ahlvin account and we have two estimates now due, totaling $12,Y34.45, with an approximate
<br />~2,250.OO more to complete the work. This %Duld necessitate an appropriation of $15,000.00 or
<br />a total ~oprooriation of $34,000.00, with the previous $19,000. OO. After we have paid these
<br />estimates, thee Federal Government, by your resolution, will release the $48,000.00 due us and
<br />it can be replaced in the Water ~Gnd % offset your two appropriations."
