Having observed the additional duties demonstrated by Portsmouth's Sheriff. Gary <br />Waters, I am recommending a salary, supplement. The following are offered for your <br />consideration: <br /> <br /> o Annually, the Sheriff Waters brings in approximately $600,000 <br />in revenues by housing federal prisoners. <br /> <br /> o The Shedff'sdepartment handles bookings for the police department. The <br />bookings process ~s not a function that the state requires the Sheriff's department to <br />perform. An annual savings of at least $200,000 isrealized by the Sheriff's department <br />performing the booking function. <br /> <br /> ~ o A survey of area cities showed that many cties provide supplements to their <br />constitutional officers above the Compensation Board salary. <br /> <br /> o Sheriff Waters has shown a commitment to the community and to local <br />government by providing prisoner Work crews to assist in community clean-up; grass <br />and weed cutting and debds removal; building maintenance activities such as furniture <br />and museum exhibit moves. These activities have resulted in real dollar savings tO the <br />city as well: as e~nhancing c~mmunity goodwill. <br /> <br /> Based upon the above factors and Sheriff's Waters willingness to go beyond his <br />mlmmum level of duties. I recommend your approval of an annual salary supplement of <br />$15,000 as~ of.July 1, 1996." <br /> <br />* City Manager recommended withdrawal of 96-298 at this time for further consideration. <br /> <br />1. Minister Rafiq Zaidi. 506 Dinwiddie Street. spoke in o~position to the proposed <br />supplement. <br /> <br />2. William Copeland, 2107 Staunton Avenue. spoke in opposition to the proposed <br />supplement. <br /> <br /> Motion by Mr. Robinett, anc seconded by Mr. Benn. to concur with the City <br />Manager's withdrawal of the item. ane was adopted by unanimous vote. <br /> <br />96-299 - Adoption of a resolution concerning the acquisition and lease of the <br />Twin Pines Road Borrow Pit. <br /> <br /> "You recently received a report from the Twin Pines Road Borrow Pit Committee <br />by its chairman, Kenneth Dierks. It was our intent, based on the Council's direction, to <br />seek a substantial natural preserve operation with sufficient resources that would not <br />require City dollars or staff for preservation or <br />operations. The City received only one response to our request for proposals. <br />from a committed and enthusiastic group of local citizens. However. some <br />significant elements we were seeking were missing from the proposal. <br /> <br /> The chairman of the original study group, who served as chairman of the <br />proposal evaluation team, pointed out that while the proposal fell short in certain <br />areas, the Committee recommended that the City work with the Hoffier Creek <br />Foundation. The recommendation by the Twin Pines Road Borrow Pit Committee was to <br />select a one year interim approach with the Hoffler Creek Foundation in order to <br />determine if this group could gain resources and successfully operate the preserve with <br />specific performance measures identified in Mr. Dierks letter to <br />you dated July 16. 1996 (attached). <br /> <br /> In keeping with Council's original direction, it is my recommendation that you <br />adopt the attached resolution authorizing staff to work with the Hoffier Creek <br />Foundation~to address deficiencies identified in the proposal of July 16,1996. <br />If Council affirms this direction, staff will also work with Virginia Department <br />of Transportation to effectuate the transfer of land." <br /> <br />1. Randi Strutton, 4704 Rivershore Road, spoke in support of the Hoffler Creek project. <br /> <br /> <br />
