Holley I1~, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. <br />Thomas Benn III, Ronald W: Massie, City Manager, G. Timothy Oksman, City <br />Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to approve the <br />minutes of a Called Meeting on August 12~ 1996; a Public Hearing on August 12, <br />1996; a Called Meeting on August 13, 1996; and a Regular Meeting on August <br />13, 1996, and was adopted by unanimous vote: <br /> <br />96-289 - Proclamation presented to Dr. Richard Trumble and Don Campbell for <br />"America Goes Back To School: A Place for Families and the Community Week/' <br /> <br />96-290 - Proclamation presented to Irvine Hill and Frank Bowers for "Line to <br />Learning Month." <br /> <br />96-291 - Proclamation presented to Toni Whit[ for "Toni Whit[ Day." <br /> <br />96-292 - Key to the City presented to Kristina Scott, Little Miss Portsmouth. <br /> <br />96-293 - Presentation of special lapel pins to newly appointed Boards and <br />Commissions members. <br /> <br />96-294 - Non-Agenda Speakers <br /> <br />1. Shirley Hines, 1016 Blair Street, spoke on the cooperation received from City <br />staff and the Welfare Reform Bill. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington Park. <br /> <br />3. Minister Rafiq Zaidi, 506 Dinwiddie Street, requested information on the <br />Section 108 loan for the Holiday Inn and the new federal safe drinking water <br />reporting requirements. <br /> <br />4. Raleigh Harsley, 2124 Peach Street, spoke on zoning and trash. <br /> <br />5. William Copeland 2107 Staunton Avenue, spoke on the posting of warning <br />signs for the Elizabeth River and the burning of houses by the Fire Department. <br /> <br />6. A. C. Palmer, 1747 A Street, spoke on high grass and needed street repairs. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Berm, to amend the order <br />of business to consider agenda items 96-296 and 96-299, in advance of other <br />agenda itemsi and was adopted by an unanimous vote. <br /> <br />96-296 - Adoption of an ordinance authorizing a salary supplement for the <br />Sheriff of the City of Portsmouth. <br /> <br /> "Dudng the budget process, questions arose concerning the salary level <br />of constitutional officers, and more specifically the Shedff. As you aware, the <br />salaries for constitutional officers are established by the State Compensation <br />Board and are based on population size. The salaries established by the state <br />do not take into account additional services that the constitutional officer <br />provides to a municipality outside the specific duties required by the state. <br /> <br /> <br />
