Hutchins, Frank D. <br />Lawrence, E. Robie Sturtevant, C. E. Warren, H. Earl Weiseman snd Arthur <br />$. Owens, City Manager. <br /> <br /> The minutes of the regular meeting held February 2?th were read and, <br />after being amended, were approved. <br /> <br /> Mr. Lawrence, Chairman of the Annexation Committee, stated that the <br />Chamber of Commerce was meeting tonight on Annexation and invited the Council to attend. <br /> <br /> The following communications from the City Manager were read: <br /> <br /> 1st - "At the regular Council mee~ng on February 2?th, Councilman <br />James N. Howard requested that x~ make a study of the method of bonding persons by professional <br />bondsmen at the Civil and Police Court. <br /> i have conferred with two professional bondsmen, our Chief of <br />Police and t/~e Judge of the Civil and Police Court and would like to submit the following find- <br />ings: <br /> Under our ordinance, adopted May 1st, 1944, there is a fee of $101.00 per year for any <br />person ,who shall for compensation become security on bonds,. <br /> Under the ordinance, anyone applying for a license may secure <br />same, which is comparable to any other business. The Oity baa no right to limit what a bondsman <br />shall cha~ge, nor can we require a bondsman to give the City a bond as security for the collat- <br />eral he holds. <br /> Any person arrested may secure bond by any interested person and <br />does not have to secure the services of a professional bondsman. I have been advised by the <br />Chief of Police that all persons are allowed access to the telephone and he has orovided a pet- <br />ty cash fund to render further service when requested. - <br /> It appears that the question of the bond is entirely a matter in <br />the hands of the Judge of the Civil and Police Court, who may or may not refuse bond of a per- <br />son, at his own discretion. <br /> A further study is being made at this timeou <br /> <br />On mO~lon ordered filed. <br /> <br />2nd The Manager pres~n.te~ the following resolution: <br /> <br />"WHEREAS, the Alvin Oonstruction Company has extended their <br />time on contract VA ~q~269 for 315 days, and <br /> WHEREAS, the C. W. Lockwood Oompany unde~ contract VA 44~269 <br />has extende~-'their timefor 1OS days and <br /> WHEREAS, the F.L. Showal~er ComPany, Inc. under contract <br />VA 44-269 has sxtehded Tacit time for 45 days,~and <br /> WHEREAS, the~Federal WorMs Agency requires tha~ the City <br />Council adopt a resolution ~extending the time for completion <br />of the construction involved in ~his project, <br /> THEREFORE, BE IT. RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Alvin Oonstruction Company, <br />the C. W. Lockwood Comoany and the ~.L. Showalter 0ompany, <br /> Inc. time be extended~on the project for 315, lOS and 45 days <br />respectively and the City will relieve each of the aforemen- <br />tioned of liquidated damages in connection herewith, provided <br />it mee~s with the approval of the Federal Work~ Agency. u <br /> <br />lowing vote: <br /> <br />On motion of Er. Hutchins, said resolution was adopted and by the fo!- <br /> <br />Ayes~ Fox, Grimes, Howard~ <br /> ~arrsn, ~siseman <br />Nays: None <br /> <br />Hutchlns, <br /> <br />Lawrence, Sturtevant, <br /> <br /> 3rd - "In furtherance of your direction~ I submi~ed a bid to the Vir- <br />ginia Electric & Power Company, on February 28th, 19~5 for t heir transoortation system in the <br /> ity of Portsmouth, in the amount of $200,000.00, and attached to the ~id a certified check for <br />five per cent, amounting to $10,O00.00. <br /> There were three bidders and those in addition to the City of <br />Portsmouth were the Home Beneficial Insurance Company of Wilmington, N.C., $302,000.00 and the <br />Allyn Security Corporation of Chicago and St. Louis, making a bid for the Virginia Trsnsit <br />pany~ for $6~1, OO0.0Oo Thelatter one was successful and we have been advis <br />awaraed the ~ransportation facilities°" ~ ~ney ~ave oeen <br /> <br />On motion ordered filed. <br /> <br /> 4th ~ ~In furtherance of ou~ reques~ for additional commodities for <br />the City of Portsmouth~ I have been requested to meet a represem~ative from the. ~ar ~ood Admin- <br />istration Office i n Richmond, on Wednesda-y) March t4th, with reference to canned milk, meats, <br />other canned goods and like commodities, which are critically short in Portsmouth.~ <br /> <br /> Motion of Mr. Howard that the City Manager be instructed to attend said <br />meeting and to present such facts and figures as he has, was adopted. <br /> <br /> <br />
