<br /> 2nd ~I have accepted the resignation of Mrs. Bertha Hendricks, a member
<br />of the Police Department, effective June 10th, 1945."

<br /> 3rd "Effective June 30th, the Portsmouth Office of Civilian Defense will
<br />be discontinued.
<br /> I-would like to recommend to the Counc-il that the City issue a cer-
<br />tificate of meritorious service to each member of the Civilian Defense.~

<br />Notion of Mr, Lawrence to concur in the Nanager"s reoommendatlon, was adopt-

<br /> ~th - "On June 13th, I wrote the following letter to Mr. George T.McLean:
<br />'In furtherance of an ordinance adopted by the Council of the City of Portsmouth, on June 12tk
<br />19k5, and in furtherance ef their instructions, I have placed three police officers at thelake
<br />in the City of Portsmouth ~o enforce the ordinance as prescribed by the Couhcil. The cost of
<br />these three officers is $21.O0 per day,a~d since~the Ci~ has no liability in the case, it is
<br />our belief that the cost should ~be incurred by the owner.'
<br /> On Friday, June 15th, at 9:~5 A.M., the owner of the lake called my
<br />office by telephone and refused to pay any of the cost of the protection afforded.~

<br />Motion of Mr. Weiseman to refer ~o the City A~torney for legal opinion, was
<br />
<br /> 5th - ~On June 21st, 19~5, the Examining Board met ~o consider the app!ica-
<br />tion for retirement of W.H. Dashiell, Superintendent of Parks and Cemeteries.
<br /> Mr. Dashiell has been examined by Dr. K.W. Howard and by the City
<br />Physician, Dr'.~ V.J. Nurgolo, and in furtherance of their report, the Board has conveyed to me
<br />that Mr. Dashiell should be retired;
<br /> It is my recommendation that Mr. Dashiell be re~ired on one-half
<br />salary, effective July let, 1945.
<br /> M~. Dashiell has been a popular, faithful, and very satisfactory
<br />employee of the City since November, 1916, and I feel certain the members of the Council Join
<br />with me in expressing our regret that Mr. Dashiell mUst retire. However, we express our good
<br />will and wish every happiness for this faithful public servant."

<br /> Motion of Mr. Weiseman to concur in the ~anager's recommendation,was adopted
<br />
<br /> 6th - "The Child Care Committee which was created by the Mayor has made a
<br />group of recommendations to the City Governmen~ as follows:
<br />
<br />time, energetic efforts are being made on- five of the recommendations,
<br />being given the remainder."
<br />
<br />1. A hospital for colored citizens.
<br />2. A communicable disease facility.
<br />3- Hospital facilities for T.B. patients not a~missable to
<br /> sanatoria and for those awaiting transportation ~o sanatoria.
<br />4. Larger playgrounds for the public schools.
<br />5. A children s room and children"s librarian for the public
<br /> library.
<br />6. Endorsement of the Housing Authority of the City of Ports-
<br /> ~outh's post-war program of low COSt housing. -
<br />~. ore rigid enforcement of the Ch&ld Labor Law in Port~mouth
<br />8. A facility to ~are for persons suffering from chronic~ illness
<br /> requiring nursing care.
<br /> Facilities for. the detention of Juveniles. -~

<br />nineZy days for final completion of this Job.
<br /> The Job was to have been completed on June 12th, 1945, and ~hey are
<br />requesting an extens&on until September 12th,1955 and to be relieved of any claim for damages
<br />from failure ~o complete the contract on the proper date. I would appreciate the adoption of
<br />the following resolution:
