<br /> ' WHEREAS, there has been filed w~h:the Bureau of Community Facili-
<br />ties of the Federal Works Agency in behalf of the City of Portsmouth,
<br />Virginia (herein called the Applicant),~an.aPPlication for Federal as-
<br />sistance under the so-called Lanham Act, as amended, and the United
<br />States of America, acting by and through the Commissioner of Community
<br />Facilities, has transmitted to the Applicant for acceptance an agree -
<br />ment of Federal assistance in connection with the Project referred to
<br />in said application and described in said Agreement; and
<br /> WHEREAS, said Agreement has been duly read in open meeting, fully
<br />considered in accordance with all pertinent rules of procedure and le-
<br />gal requirements and made a part of the Applicant's public records; and
<br /> WHEREES, it is d*emed advisable and in the public interest that said
<br />Agreement be accepted;
<br /> NOW, THEREFORE, Be it Resolved by the Council of the Applicant that
<br />the said Agreement, a t rue and correct copy o f which, including the Terms
<br />and Conditions, is hereto attached, be and the same hereby is accepted
<br />without reservation or qualification."

<br />for the Oity of Portsmouth, requesting a special appropriation of $6,500.00 for a small annex
<br />at the rear of Norcum High School for a shower room to be used by the athletic teams of the
<br />Norcum High School. It is my recommendation ghat the appropriation be made in order that fa
<br />cilities can be provided for the fall session of the School..
<br /> May I respectfully call attention to the fact that although
<br />the City has not issued any bonds for five years, we have paid off all bonds due. It appears
<br />that this year we will have to issue bonds to take care of improvements or remove money from our
<br />Surplus account.
<br /> In my opinion, appropriations during the year will exceed the
<br />available cash on hand and to complete our street program, Norcum High School annex, Veterans
<br />Administration Building and other special appropriations, this can not be met out of current
<br />income."

<br /> Motion of Mr. Grimes to place an appropriation of $6,500.00 for said
<br />purpos$ on its first reading, wa~ adopted.

<br /> An appropriation of $6,041.O0 to extend Sixth and Randolph Sts. to
<br />Washington and Harrison Sts., laid on table at last meeting, was t~ken up.
