Governor of Virginia had declared Wednesday, August 15th and Thursday, August 16th holidays to celebrate our Victory over Japan that these two days would be a holiday for the City of Ports- mouth. Polston has been dismissed from the Pmrtsmouth Police Department.~ On motion ordered filed. ment, for a Department, 2n~ "I am appointing William J. Ullom a member of the Police Depart- temporary appointment, effective August 9th, 1945. I am also appointing Oscar h. Clarke a member of the Police for a temporary sp. pointment, effective August 10th, 1945." On motion ordered filed. 3rd '~On July 24th~ 1945, at the last regular meeting of the Honor- able Council, I reported to you the bids on the proposed water line to West Norfolk which were in excess of available appropriation under the~agreement With Norfolk County and the Virginia Smelting Company. It is my belief that with your authority we can secure a con- tractor to lay the pipe line under the water and possibly a contract to lay the pipe on the land'or if we ~ound it more economical it would be possible to haVe the City Water Department lay the pipes on the land. This would save us considerable money and I would like to be authorized to negotiate a contract on this basi~o" was adopted. there was an Motion of Mr. Sturtevant to concur in the Manager's recommendation ~th - "In the 19~5 Budget, under Account '~18 - Extension of System~ item of $31,OO0.OO for the raising of our dam ~nd providing a spillway at Lake On JNly 29th, we opened bids on the construction of this work, which were as follows: Calnaught 0onstruction Company $ 75,500.00 Tidewater Construc~tion Company 69,569.O~ Norfolk C~n~racting Company 4Z,108.00 You ~ill 0beerve that the bids are in excess of the funds pro - vided. However, we believe that with authority tc negotiate, it is_Dossible for us to ge~ the work completed within the amount p~ovided, after we have reduced the scope of the project some- what. Your authority to ~do this wou~d be appreciated." Motion of Mr. Sturtevant'to.g~ve the Manager hi~ requsst~d authority was adopted. 5th - "At the present time our pensions and gratuities are nearly $2~,000.00 per year, and it is my belief that we can set up au actuarially sound retiremen~ plan that will pro~ect our employees that will cost us certainly no more than the amount we are now Daying. I am anxious to contact actuaries to find out what the cost would be to the City and employees and I would like authority from the Council to proceed to investigate ~he cost and report my finding~ at a l~ter date.~ Motion of Mr. Howard to appoint a committee to work with the City Manager on a plan for general pensions was adopted. The Chair appointed Messrs. Howard ~nd 8turtevant on sai~ committee. 6th - "Trinkle & Dobyns, Contractors under.our Project VA kk-362 Day Nursery Construction, are requiring twenty-one additional days on their contract and they are substantiating this request by a letter from Joshua Swain citing ~hat the marble delivered was broken. I do not feel.that ~he con~rac~or shouldbe faced w.ith this loss and am therefore requesting that the attached resolution be adopted.'' *see page ~ On motion of Mr. Grimes, said resolution was adopted. ~th ~I am in receipt of the attached letter from Mrs. W.B. sPong, a member of the Portsmouth School Board. If the Honorable Council sees fit to place these these teach- ers on the retired list, it will necessitate a special appropriation under our code "Gratuities of $1,010.~5 from September let of this year.~ Motion of Mr. Howard to place on its first' reading an appropriation of $1,010.~5 for said purpose, was adop~d 8th - ~I am attaching hereto a letter received from the Building Fund of the West P~rk View_Garden. Club, i~ which they request the Council to make a donation toward the construction or the ouilding.~
