Governor of Virginia had declared Wednesday, August 15th and Thursday, August 16th holidays to <br />celebrate our Victory over Japan that these two days would be a holiday for the City of Ports- <br />mouth. <br /> <br /> T~e following c~mmunications from th~ C~ty Manager were read: <br /> <br /> let '~Effective Augus~ 6th, Officer L.D. However, we believe that with authority tc negotiate, it is_Dossible for us to ge~ the <br />work completed within the amount p~ovided, after we have reduced the scope of the project some- <br />what. Your authority to ~do this wou~d be appreciated." <br /> <br /> Motion of Mr. Sturtevant'to.g~ve the Manager hi~ requsst~d authority <br />was adopted. <br /> <br /> 5th - "At the present time our pensions and gratuities are nearly <br />$2~,000.00 per year, and it is my belief that we can set up au actuarially sound retiremen~ <br />plan that will pro~ect our employees that will cost us certainly no more than the amount we are <br />now Daying. <br /> I am anxious to contact actuaries to find out what the cost <br />would be to the City and employees and I would like authority from the Council to proceed to <br />investigate ~he cost and report my finding~ at a l~ter date.~ <br /> <br /> Motion of Mr. Howard to appoint a committee to work with the City <br />Manager on a plan for general pensions was adopted. <br /> <br /> The Chair appointed Messrs. Howard ~nd 8turtevant on sai~ committee. <br /> <br /> 6th - "Trinkle & Dobyns, Contractors under.our Project VA kk-362 <br />Day Nursery Construction, are requiring twenty-one additional days on their contract and they <br />are substantiating this request by a letter from Joshua Swain citing ~hat the marble delivered <br />was broken. <br /> I do not feel.that ~he con~rac~or shouldbe faced w.ith this <br />loss and am therefore requesting that the attached resolution be adopted.'' <br />*see page ~ <br /> On motion of Mr. Grimes, said resolution was adopted. <br /> <br /> ~th ~I am in receipt of the attached letter from Mrs. W.B. sPong, <br />a member of the Portsmouth School Board. <br /> If the Honorable Council sees fit to place these these teach- <br />ers on the retired list, it will necessitate a special appropriation under our code "Gratuities <br />of $1,010.~5 from September let of this year.~ <br /> <br /> Motion of Mr. Howard to place on its first' reading an appropriation <br />of $1,010.~5 for said purpose, was adop~d <br /> <br /> 8th - ~I am attaching hereto a letter received from the Building <br />Fund of the West P~rk View_Garden.
