August 28th, 194~. <br /> <br />we realize the urgent need for a modern building with proper facilities located conveniently <br />for public use. We feel that a museum could be used to advantage in properly displaying items <br />of historical value to the City, which are now in the hands of various organizationa and indi- <br />viduals. We believe these orEaniza~ions and individuals would be willing to turn these items <br />over to the City providing a ~itable building is constructed for this purpose. <br /> The Polygon Club has discussed the recent favorable action taken by <br />the City Council in requesting Federal funds to defray the cost of preparing plans and esti- <br />mates for construction of a Civic Center to~ include an auditorium, library and museum. We wish <br />to commend the Mayor, the membere of the City Council and the City Manager in taking this <br />progressive action looking toward the betterment of our City and providing much needed facili- <br />ties. I retired from <br />Portsmouth City Schools in Novemger, 1943 and have never received any ~ension from the City. <br />It may be an oversight of whoever is the proper one to ~otify you. <br /> I will appreciate your recommending that I get all that is due me <br />from January 19h~ to September 1945. Nay I hear from you concerning the matter at your ear <br />liest convenience? <br /> Yours very respectfully, <br /> <br /> ~.A. Lightner. <br />I am sure the Supt. of Schools will give you any information you desire <br />as to my work there in the school whi¢~'onee was I.C. Norcum School, now <br />changed to GeorEe Peabody School. <br /> <br /> An appropriation of $1~010.~5 to pay gratuities to the following <br />retired teachers, laid on table at last meeting, was taken up and motion of Mr. Weiseman to <br />appropriate $1,O10.y5 for said purpose, to begin September let, was adopted, and by the fol <br />lowing ~ote: <br /> <br />Ayes: Fox, Grimes, Howard, Lawrence, <br /> Weiseman, Wilson <br />Nays: None <br /> <br />Warren, <br /> <br />Teachers .- Mr. O-.G. McGav0ck, Miss E. Virginia Griffin, Miss Marian Thomas, Mrs. <br /> Ru~h Proctor, Mrs. Mayme R. Royster <br /> <br />The following ordinance, placed on ira first reading at last meet- <br /> <br />lng, was taken up: <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN 'AN ORDINANCE <br />REGULATING TRAFFIC AND THE PARKING OF VEHICLES ON <br />PORTIONS OF THIRD, FOURTH, FIFTH, SIXTH AND SEVENTH <br />STREETS, MADISON STREET, EDWARDS STREET AND GOBPORT <br />ROAD, AND PROVIDING FOR VIOLATION REREOF.'" <br /> <br />Motion o f Mr. Warren to continue on table, was adopted. <br /> <br />The report of the City Clerk and Auditor for July was received and <br /> <br />ordered filed. <br /> <br />The following letter was read and ordered filed: <br /> <br />for the tidy <br />and diligent <br /> <br /> "We the undersigned, wish to express our thanks and ap_u~ciation <br />increases in salaries recently accorded us. We pledge our continued co-operation <br />service to you and the citizens of Portsmouth. <br /> Yours very truly, <br /> <br />(Signed) <br /> <br />O.B.Dunn, Chief of Police <br />W.B. Sykes, Chief, Fire Dept. <br />G.F.Matthews, Sup~. Electrical <br /> <br />Dept." <br /> <br />The following communication from the C~y Attorney was read: <br /> <br /> "The Norfolk md Portsmouth Belt Line Railroad Company permitted <br />the contractors of the City, at the reGuest of the Sup~intendent of the Water Department, to <br />install a water main on the railroad right of way where its tracks~ c~oss the tracks of the <br />Seaboard Air Line Railroad. It was under~tood at the time that a proper contract would be <br />drawn and signed. A contract is attached which appears to be in propr form, and a resolution <br />should be passed authorizing the City Manager and the City Clerk to execute the same." <br /> <br /> On mo~ion, the contract ~as approved and the City Manager and the <br />City Clerk were authorized to exe~te same. <br /> <br />Mr. Howard presented the following resolution., which was adopted: <br /> <br /> <br />
