The application of the Elizabeth River Tunnel Commission of plans of a highway bridge proposed to be constructed across the EASTERN B~NCH OF ELIZABETH RIVER and a highway tunnel proposed to be constructsd under the SOUTHEP~N BRANCH OF ELIZABETH RIVER will be considered at a public hearing to be held in the City Council Chamber, City Hall,.Atlan- tic and Plume Streets, Norfolk,Virginia, at lO:OO A.M., EWT; Thursday, September 27th, 19~5, 2. The plans submitted provide for: (a) A highway bridge across the Eastern Branmh of Eliza- beth River ~bout 1800 feet downstream from the Norfolk-Berkley toll bridge, with a double leaf bascule draw span to be located in the center of the improved 5CO-foot channel and having at least horizontal clear&uce of 140 feet between fenders, and a least vertical clearance of 35 feet at mean high water under the draw-span when Closed; and (b) A tunnel, tentatively planned to c~rry two lanes of traffic, under and across the Southern Branch of Elizabeth River approximately 1200 feet up- stream from the Portsmouth Ferry slips between South Street in Portsmouth and Middleton Street in Berkley, ~o be so placed as to provide a minimum depth or 60 feet between mean low water and the top of the tunnel under the full width of the improved ~50 foot channel at that locality. 3- The p~ans submitted and navigat'ion charts showing the sites of the pro~osed~'bridge and tunnel may be seen at the office of the District Engineer or may be inspected at the hearing. ~. All interested parties are invited to be present or to be rePresented at the agove stated time and place, particularly navigation interests and the offi- cials Of state~ city and civic organizations, whose interests may be affected by the proposed construction. They will be given an opportunity, to express their views on the suitability of the location and the adequacy of the proposed plans in reference to navigation and to suggest changes considered desirable. 5- Oral statements will be heard, but for accuracy of record all importsmt facts and arguments should be submitted in writing for consideration by the War Department. We feel that other cities and counties, ,~th nothing like the population of our city, have an ambulance for public use. At the next meeting of our Council would appreciate it if this matter was brought before them and if there is any way this organizatt~u can help in this matter] please call on us.
