September llth, 1945. <br /> <br />were present: <br /> <br />At a regular~meeting, of <br /> <br />the City Council, <br /> <br />held September llth, 19k. 5, there <br /> <br />Leslie T. Fox, George L.Grimes, Jame~ N. Howar~ Frank D. Lawrence, <br />E. Robie St~urtevant, C~ E. Warren, Pearle J.Wilson, and Arthur S. <br />Owens, Cit~ Manager. <br /> <br /> Minutes of regular meeting held Augus~ 28th and special meeting of September <br />4th were read and approved. <br /> <br /> Motion of Mr. Howard to grant the privilege of the floor to Mr. Wil~ Watts <br />Who represents the Safeway Cab Company. <br /> <br /> Mr. Watts stated that the Council had oreviously granted his company permis- <br />sion to operate six additional cabs but the Office of Defense Transportation had disapproved <br />the same, and hewas asking again for permission to operate the six additional cabs. <br /> <br />was adopted. <br /> <br />.Motion of Mr. Howard to refer to the 0ity Manager To report at next meeting, <br /> <br /> On motion, the Council went into recess and, on resuming session, the City <br />Manager presented the following communications: <br /> <br /> 1st "You referred to me a letter from the Polygon Club, at our last regu- <br />lar'meeting. I would like to read you a copy of the letter which was forwarded to the Presi - <br />dent.of this Club on September 10th, l~'~ <br /> <br /> On motion ordered filed. <br /> <br /> 2nd - "You requested that I report on a proposed taxicab and for-hire ordi <br />n~n~e which was presented by cab owners recently. At this time, there are several parts which <br />would have Io be revised ~efore we could adopt it as an ordinanc% and they are as follows: <br /> <br />Section 3 - The question of a bona-fide taxi-cab 6wner <br /> would have to be clarified. <br />Section 5- The question of certificates would have to be. <br /> studied. <br />Section 8-F- This would have to be discussed. <br />Section 8-J- It is qmest.ionable whether we could force the <br /> operators to have a dispatcher. <br />Sect i~on 8-Q- Th~ question of limitation as to the use of taxi- <br /> meters is certainly highly ~bntroversis~.. <br />Section lO - We can no~ control rates, ~ut of the City limits~ <br />Section ll -~This would'be a difficult enforcement. <br />Section 13 - Under 'License Fees' there should be intersposed after <br /> the word 'ordinance' the words 'or other charges'. <br />Sect ion 16 - Charges of suspension are limited to the ordinance <br /> and may be in conflict with Section 5- <br /> <br />With these items of discussion~before us, <br /> <br />pared to recommend the adoption of the ordinance, in its present form.'~ <br /> <br /> Motion that the City Manager confer with the <br />owners about-the taxi ordinance, presented by taxi owners, was adopted. <br /> <br />I do not think I am pre- <br /> <br /> representative of tax~ <br /> <br /> 3rd "The attached letter has been received from the Ve~eran~~ = of Foreign <br />Wars, advising us that they discontinued operating the booth at High and Court Sts., on Sept- <br />ember 8th, 19~5. This booth and the one at Effingh~m and High Streets will be removed immediat~ <br />ly. <br /> I feel that we should tender recognition to the Women's Auxiliary of <br /> Wars fo~ their unselfish service during the past eighteen months." <br /> <br />the Veteran~ of Foreign <br /> Inclosure <br /> <br /> ~The wartime~need for a downtown Information Center and War Stamp~booth <br />has ended and the Veterans of Foreign Wars of the United States and its Ladies Auxiliary are <br />very p~oud~cf their part in filling this great need. Our ladies will relinquish the booth <br />with c~ose of business on Saturday, September 8th, 1945, and it wil~ be entirely agreeable with <br />this ~organization ~or the City to dispose of it in whatever way you may decree. <br /> There is a telephone and some other items of equipment which will be <br />removed or disposed of in accordance with arrangements understood to ~e been made between you <br />and Qur ladies' committee. <br /> It is the purpose of~the booth committee to prepare and transmit to <br />you as promptly as possible, a complete statement of services performed during the period the <br />booth has b&en operated as a public service. <br /> Yours very truly, <br /> (Signed) Luther T. Snell, Adjutant." <br /> Motion of Mr. Howard to instruct the O~y Manager to ~sve said building re- <br />moved, was adopted~ <br /> <br />and Associates, <br /> <br /> ~th - <br />received <br /> <br />:'We are in receipt of the following letter from Hariand Bartholomew <br />on.
