<br /> "We are sure you are aware of the necessity for a negro hospital in Ports
<br />mouth, in looking over possible sites, we were particularly interested in the Carver Dormitor-
<br />ies for Men, situated on the northwest corner of Gosport Road and Evergreen Place.
<br /> Mayor Fox and Mr. Faye of the Portsmouth Housing Authority, went with tm
<br />members of our committee zo see ~uhat the possibilit%es of converting these dormitories in~o a
<br />hospital might be. We decided that with some changes we could use these dormitories for a hospi$
<br />tal. We would appreciate anything you might do to help get these dormitories released to us.

<br /> "At a meeting of our Norfolk-Portsmouth Directors, I was asked to write you
<br />and request that you amend your bicycle ordinance for the licensing and regulation of bicycles to
<br />conform with the uniform ordinance prepared by the National Conference of Street and Highway Safe-
<br />ty. ~
<br />
<br /> One of the items in your ordinance that particularly perturbs us is thm
<br />yearly registration fee because we feel the revenue question should not be of importance on such
<br />an important safety measure. As a result, we hope you will adopt a permanent registration fee of
<br />$1.O0 for the life of the bicycle; also that the ordinance be published in pamphlet form in order
<br />that each bicycle registrant may have a copy and that copies be made available for study in the
<br />schools.
