<br /> Minutes of regular meeting held September llth were read and approved.
<br /> The following communications from the~City Manager were read:

<br />1st - "Councilman Howard asked that the Pol~ e School be re-established
<br />in furtherance of a conference'with Chief of Police O.B. Dunn and his two inspectors, plans
<br /> been made for a School to begin the last week in October,~
<br />

<br /> 2nd - ~You referred to me the auestion of noise in the City, c~used by
<br />late deliveries of merchandise, especially im residential sections.
<br /> I conferred with representatives of the Colonial Stores and the
<br />Great Atlantic & Pacific Tea Company and have been assured by J.D. Martell, Traffic Manager of
<br />the 'Atlantic & Pacific Tea ComPany and E.M. Fetherston, Manager of the 'Colonial Stores, that
<br />they are taking steps immediately to curtail inconvenience caused by the noise."

<br /> 3rd - "At the suggestion of Councilman Wilson, t~o items were referred no

<br /> 'l. A stop liMht at the corner Of Sixth Avenue and County Street
<br /> 2. Extending Seventh Avenue to the Seaboard Shops.
<br /> The City Electrician has recommendGd ~ha~ a light be placed at the
<br />corner indicated~ where the traffic Condition is very dangerous. The co~t of installation will
<br />be $600.OO, for which a special appropriation is necessary.
<br /> Seventh Avenue can not be 'extended until property ~wned by private
<br />individuals has been purchased."

<br />Recreational and Child Care funds would be discontinued as of October ~lst 19~5 T~erefcre,
<br />the entire recreational program Will have to be under the City for the yea~ 1946[

<br /> 5th - "You referred to me ~he question of amending the taxicab ordinance,
<br />and at a meeting with some of the owners and their Attorney, the ordinance was studied very
<br />carefully.
<br /> It is being re-~itten and will be presented to the Council betwe~
<br />now and the end of the year.

<br /> 6th - "We have received a request from Mrs. M.A. Lightner~ a forme~ teach-
<br />er in the Norcum High School, that she be placed on the list of teachers receiving gratuities.
<br />I advised Mrs. Lightner that when the budget for 1946 is made, her request for a gratuity will
<br />be incorporated. However, if the Council sees fit to place Mrs. Lightnet on the li~t for the
<br />balance of the year 19~5, it would necessitate an appropriation of ~121.~9 for the balance of
<br />the year.

<br /> · Motion of Mr. Weiseman to place Mrs. M.A. Lightnet on 'the gratuity list
<br />at ~40443 per month, beginning October 1st, 1945 and that $121.29 be appropriated for same, was
