October 26th, 1945. <br /> <br />Street to Go sport Road to Elm Avenue to King Highway to <br />Point Road To Allied Mills and return over same-route. <br /> <br />10-25-40 <br /> <br />Burtons <br /> <br />~R.A.P." <br /> <br />curred in. <br /> <br />On motion of Mr. Sturtevant, the recommendation of theCommittee was con- <br /> <br />The following communications from the City Manager were read: <br /> <br /> 1st "In furtherance of your instructions at our Council meeting on Sept- <br />ember 25th, at which time you authorized me to investigate the feasibility of the Carver Dorm- <br />itories being used as a colored hospital, we engaged the firm of Randolph, Cooke and Van Leeu- <br />wen. Mr. George Van Leeuwen has delivered an estimate for the conversion of both units into a <br />hospital, but the cost of the rehabilitation for one building is not yet complete. It is ex- <br />pected that the complete estimate of both plans as well as his recommendation will be ready in <br />the near future." <br /> <br />On motion ordered filed. <br /> <br /> 2nd - "Effective October l~th,' Edward L. Ashcroft was appointed a patrol- <br />man in the PortsmouthOn Police motion Department, ordered filed, subject to Civil Service requirements. '~ oo- <br /> 3rd - "W.M. Bellman, formerly a mechanic in the FireDepartment, whose _ <br />sition has been abolished, is requesting funds returned to him that have been paid into the <br />Retirement Account. <br /> The amount due.is $135.38 and I am recommending that this refund <br />be made to Mr. Bellman." <br /> <br /> Motion of Mt. Grimes to concur in the Manager's recommendation, was adopted! <br /> <br /> ~th "The Virginia National Guard would like to install a portable tar- <br />get range in the Armory which will in no way impair any of the present facilities or harm the <br />appearance of the property. It will also allow our Police Department to have regular target <br />practice in the- Armory. <br /> Will you please authorize the Manager to grant permission to the <br />National Guard for the installation of this range?" <br /> <br />adopted. <br /> <br />Motion of Mr. Weiseman To concuc in the Manager's recommendation, was <br /> <br />5th '~I am in receipt of the ~o!lowing letter: <br /> <br /> . 'This is in reply To your letter of.Octbber 3, 19~5, in which you ad- <br />vise me of the proposed redu~tlon in the scope of Project VA 4~-1~3. This questioA has been <br />under consideration and it has been concluded by the Commissioner of the Bureau of Community <br />Facilities that the project should be kept open until the third pumper is 'delivered. The Divi- <br />sion Engineer will unquestionably advise you of this determination. .~ <br /> <br />Sincerely yours, <br /> <br />Joseph Guandolo,Solicitor." <br /> <br />On motion <br /> <br />ordered filed. <br /> <br /> 6th "I am in receipt today of a long distance telephone call from Mrs. <br />Helen Moggard of the Federal Works Agency, advising me that funds for our Resreation Project <br />VA ~ M-3y have been approved through December 31st, <br /> <br />On motion ordered filed. <br /> <br /> 7th' "Members of the W.C.T.U. called at my office with reference to <br />youth entering the A.B.C. stores. <br /> This is a grave matter; however, I do not see what the City <br />do concerning state-operated facilities. If it is the will of the Council, I will write to the <br />board requesting their co-oDeration to attemo~ the restriction of youth entering these stores." <br /> <br /> Motion of Mr. Weiseman to instruct the Manager to confer with.the offi- <br />cials of the A.B.C. store to correct this practice, was adopted. <br /> <br /> 8th "On October 28th, 1944, the attached letter was sent to the West- <br />inghouse Electri~ & Manufacturing Company. The balance has act been paid. <br /> The.City exhausted its appropriation for this account at that time. <br />However, the balance of ~261~,56 is due and D would appreciate a s~.~ecial ~opropriation for the <br />Health Department to pay~th~ cost. ~ ' <br /> We also found it necessary To purchase certain radio equipment, <br />which we were not certain we could secure. We were forced to buy when we could get it. Our <br />purchase exceeded the radio appropriation by $300.00. In order that the account can be closed <br />out, an appropriation of this amount will be necessary.~ <br /> <br />and by the <br /> <br /> Motion.of Mr. <br />following vote: <br /> <br />to appropriate $561.56 for said <br /> <br />purpose, <br /> <br />was adoptedi ~ <br /> <br /> <br />
