<br />Minutes of regular meeting held December lath, 1945, were read and ap -

<br /> The Chair stated that according to advertisement, he was now openin~
<br />the meeting to the public for discussion of the Planning and Zoning Ordinance.
<br />
<br /> On motion of Mr. Grimes, the following ordinance, laid on table on
<br />September llth, was taken up:
<br />
<br /> "AN ORDINANCE TO DIVIDE THE AREA OF THE CITY OF PORTSMOUTH
<br />INTO DISTRICTS OR ZONES, AND IN SUCH DISTRICTS TO ESTABLISH
<br />B~BACK BUILDING LINES, RE~ILATE AND RESTRI'CT THE LOCATION,
<br />ERECTION, CONSTRUCTION, RECONSTRUCTION, ALTERATION, REPAIR~OR
<br />USE OF BUILDINGS AND STRUCTURES, AND TO THE TRADE, INDUSTRY,
<br />RESIDENCE, AND OTHER SPECIFIC USES OF THE PREMISES IN SUCH
<br />DISTRICTS, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF."

<br />and on motion, said ordinance was adopted and by the following vote:

<br />The following communicatio'ns from the City Manager were read:
<br />
<br />~'WHEREAS, A. K.Scribner, Jr., Flight Officer Navigator,
<br />while on official duty in the Pacific War Area, named
<br />an Aircraft after the City df Portsmouth, and
<br /> WHEREAS, said A. K. Scribner, Jr. and his heroic crew
<br />did brave and heroic duty on behalf of theWar effort,
<br />in the plane bearing the name of the 'City of Portsmouth'
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the
<br />City of Portsmouth, Virginia, that the said A.K. Scribner,
<br />Jr., and each member of his crew be given the heartfelt
<br />ap~reciation of the City of Portsmouth and the Council
<br />for their splendid efforts during the War, and
<br /> BE I~ FURTHER RESOLVED, that copies of this resolution,
<br />properly attested, be spread upon the minutes and that
<br />the press be given copies , and a copy be sent to Mr.
<br />Scribner."

<br /> 3rd- "Effective January let, 1946, I am appointing Harry Eden to the
<br />rank of C~otain in the Police Department. Mr. Eden is first on Civil Service list."

<br /> kth ~'I have appointed James Herbert Simpson.of 1805 Nashville Avemu~
<br />to the regular Police force, for a probationary period of four months% subject to Civil Ser-
<br />vice requirements, effective November 30th, 1~5."

<br /> 5th - "On March 12th, 19~5, a. Nash Sedan was stolen from the City and
<br />I advised that the Cit~ would pay $50.00 to anyone recovcring the car. J. C. Johnsd~, 2940
<br />Glasgow Street, recovered the eaton March l~th, 1945, and I think that he is entitled to ~he
<br />award~"
<br /> Motion of Mr. Grimes to concur in the Manager's recommendation, was
<br />adopted.
<br />
<br /> 6th - "At the regular Counoil meeting on December lath, I recommended
<br />acceptance of bids on pumping station equipment and you requested that I secure a recommenda-
<br />tion from the Engineer before the resolution could be adopted.
<br /> The recommendation has been secured and I am asking that the res-
<br />olution be adopted now."

<br />WHEREAS, proposals were received for additions to the Sanitary
<br />SewageSystem, Portsmouth, Virginia, covered by Federal Works
<br />Agency Project Nc.VA 44-1~1 DivisionDF-B, Pumping Station Equip-
<br />ment, at 12 o'clock noon of November 21st, 19~5~ and the proposals
<br />were tabulated and,
