September 24, 1996 <br /> <br />553 <br /> <br />Portsmouth needs to install 240 sampling stations. The sample stations will be <br />competitively bid and purchased, and will be installed by Utility Department crews. <br /> <br /> I concur with the recommendation of the Department of Public Utilities and <br />request your appropriation of these funds. With your approval of this item, the <br />remaining balance of bonds authorized, but not yet appropriated in the Public Utilities <br />Capital Improvements Fund will be $20,169,371." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $223,000 FROM THE PUBLIC <br />UTILITI ES CAPITAL IMPROVEMENT FUND FOR THE PURCHASE AND <br />INSTALLATION OF WATER SAMPLING STATIONS." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> - NEW BUSINESS - <br /> <br />96-328 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />96-329 - Items Submitted by Council Members <br />There were no items submitted by Council members. <br />96-330 - Continued Non-Agenda Speakers <br /> <br />1. Richard Cleveland, 1731 Maple Avenue, spoke on improvements for Prentis <br />Place. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to suspend the rules of <br />order to allow the speaker additional time to complete his remarks, and was adopted <br />by unanimous vote. <br /> <br />2. Shirley Hines, 1016 Blair Street, spoke on various concerns pertaining to grants. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to suspend the rules of <br />order to allow the speaker two additional minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />3. Mrs. William Leitner, 215 Glasgow Street, spoke on activities at portside. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, to go into Executive <br />Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the <br />following: <br /> <br /> (1) Discussion or consideration of the condition, acquisition or use of real <br />property for a public purpose, or the disposition of publicly held property, as <br />permitted by Subsection (A)(3). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Martin, pursuant to Section 2.1- <br />344.1 of the Code of Virginia certifying that to the best of the Council member's <br />knowledge dudng the immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfullY exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br /> <br />
