September 24, 1996 553 Portsmouth needs to install 240 sampling stations. The sample stations will be competitively bid and purchased, and will be installed by Utility Department crews. I concur with the recommendation of the Department of Public Utilities and request your appropriation of these funds. With your approval of this item, the remaining balance of bonds authorized, but not yet appropriated in the Public Utilities Capital Improvements Fund will be $20,169,371." Motion by Mr. Martin, and seconded by Mr. Robinett, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $223,000 FROM THE PUBLIC UTILITI ES CAPITAL IMPROVEMENT FUND FOR THE PURCHASE AND INSTALLATION OF WATER SAMPLING STATIONS." Richard Cleveland, 1731 Maple Avenue, spoke on improvements for Prentis Place. Motion by Mr. Clemons, and seconded by Mr. Griffin, to suspend the rules of order to allow the speaker additional time to complete his remarks, and was adopted by unanimous vote. 2. Shirley Hines, 1016 Blair Street, spoke on various concerns pertaining to grants. Motion by Mr. Griffin, and seconded by Mr. Robinett, to suspend the rules of order to allow the speaker two additional minutes to speak, and was adopted by unanimous vote. 3. Mrs. William Leitner, 215 Glasgow Street, spoke on activities at portside. Motion by Mr. Martin, and seconded by Mr. Griffin, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Discussion or consideration of the condition, acquisition or use of real property for a public purpose, or the disposition of publicly held property, as permitted by Subsection (A)(3). The motion was adopted by unanimous vote.
