SeDtember 24:1996 <br /> <br /> (f) Prior to issuance of a building permitl the aPplicant must submit plans to the <br />Building Official, certified by a qualified professional engineer, that the tower meets all <br />requirements of the Building Code and the requirements of EIA-222E, Structural Standards <br />for Steel Antenna Towers and Antenna Supporting Structures. The apPlicant must provide <br />soil borings and any other requirements of the Building Official. <br /> <br /> (g) Prior to application for a building permit, written statements from the Federal <br />Aviation Administration (FAA), and the Federal CommunicatiOn COmmission (FCC), stating <br />that the proposed tower is consistent with or exempt from their regulations, must be given <br />to the Director of Planning. <br /> <br /> (h) The facility must be landscaped, in accordance with Exhibit A as submitted by <br />the applicant, with the addition of pine trees to buffer the facility from the residents in <br />Chesapeake and the view from Tyre Neck Road. Shrubs must be at least 36 inches in <br />height and trees must be at least 1 and 1/2 inch in caliper. All landscaping must be <br />maintained in good.condition. -, <br /> <br /> (i) Prior to application for a building permit, the ~PPiicant must provide the DireCtor <br />of Planning with a statement from a registered structural or civil engineer that the non- <br />electromagnetic radiation (NIER) emitted from the proposed facility will not result in ground <br />level exposure exceeding standards established by any U.S. Government agency or the <br />American Standards Institute. <br /> <br /> (j) The apPlicant must construct and maintain a storm water management practice <br />that will meet the requirements of the Chesapeake Bay Area Overlay Ordinance. <br /> <br /> (k) The applicants shall comply with all applicable codes, ordinances and <br />regulations of federal, state and local governments, and shall obtain and maintain in effect <br />all necessary licenses and Permits. <br /> <br /> 4. REVOCATION OF PERMIT: Violation of any of the above conditions may serve <br />as grounds for revocation of the use permit by the City Council. <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, HOlley <br />Nays: None <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />96-327 - Adoption of an ordinance to appropriate $223,000 from the Public Utilities Capital <br />Improvement Fund for the purchase and installation of 240 water sampling stations within <br />the City s water distribution system. <br /> <br /> "The Director of Public Utilities is requesting an appropriation of $223,000 for the <br />purchase and installation of 240 water sampling stations within Portsmouth's water <br />distribution system. The purpose of these stations is to help ensure the quality of <br />Portsmouth's water and to provide an early indication of any microbial problems that could <br />arise in Portsmouth's system. <br /> <br /> Under the Total Coliform Rule (TCR), Portsmouth takes and analyzes 100 water <br />distribution samples per month for bacteria. These samples are currently taken from 50 <br />sites (predominantly businesses) scattered across the City. The sampling sites and <br />locations must meet criteria established by the State Health Department. Each site must <br />have two "repeat sample" sites (one upstream and one downstream) that are used to verify <br />the results obtained from the primary site. <br /> <br /> As part of our ongoing quality assurance program, all of the current sites have been <br />reviewed. Twenty of the current primary sampling sites will no longer meet the stringent <br />criteria set for these sites. Additionally, the State Health Department has indicated that one <br />hundred (100) is the appropriate number of sites for Portsmouth. Given the need for two <br />"repeat sample"' sites to be associated with each primary site, the need to increase the <br />number of sites, and the potential loss of 20 primary sites; <br /> <br /> <br />
