Holley I11, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas <br />Benn ~11 Ronald W. Massie, City Manager, G Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to approve the minutes <br />of a Called Meeting on September 9, 1996; a Regular Meeting on September 9, <br />1996; a Called Meeting on September 10, 1996; and a Regular Meeting on <br />September 10, 1996, and was adopted by unanimous vote. <br /> <br />96-324 - Proclamation presented to Terri Karlsson for "Walk for Hope Day." <br />96-325 - Proclamation presented to Roy Perry-Bey for "Poverty Awareness Month." <br />96-326 - Non-Agenda Speakers <br /> <br />1. Roy Perry-Bey, 3227 Vimy Ridge Avenue, Apt. A, Norfolk, spoke on poverty. <br /> <br /> Motion by Mr. Clemons, ana seconded by Mr. Griffin, to suspend the rules of <br />order to allow the speaker additional time to complete his remarks, and was <br />adopted by unanimous vote. <br /> <br />2. Frederick Overby-EI, 1039 23rd Street, Newport News, spoke on poverty and <br />drugs. <br /> <br />3. Helen Person, 1314 Green Street, spoke on the relocation of Washington Park <br />residents. <br /> <br />4. James Griffin, 1528 Maple Avenue, spoke on necessary improvements for <br />Prentis Place. <br /> <br /> 5. J. Brewer Moore, 308 Bobby Jones Drive, spoke on predictions made for 1996. <br /> <br /> - UNFINISHED BUSINESS - <br />~nda <br /> <br /> 96-307 - Rezoning and a use permit: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to adopt the following <br /> ordinance and resolution, approved on first reading at the September 9, 1996 <br /> Public Hearing meeting, and was adopted by the following vote: <br /> <br /> 96-307(a): <br /> <br /> "ZONING AMENDMENT ORDINANCE Z-96-08' <br /> <br /> 96-307(b): <br /> <br /> "A RESOLUTION GRANTING A USE PERMIT FOR THE CONSTRUCTION <br /> AND OPERATION OF A COMMUNICATION TOWER AT 3016 TYRE NECK <br /> ROAD. <br /> <br /> WHEREAS, GTE Mobilnet has made application pursuant to Section 40-43.1 <br /> of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use <br /> permit to construct and operate a communications tower to be located at 3016 Tyre <br /> Neck Road, Portsmouth, Virginia, as hereinafter- described; and <br /> <br /> <br />
