January 8th, 19~6. <br /> <br />Mr. Fox presented the following resolution: <br /> <br />~NITEREAS, it has been brought to the attention of the CounciI <br />of the City of Portsmouth that a committee of the General <br />sembl~ of Virginia, will recommend-that the Circuit Court of <br />the City of Portsmouth be removed from the twey~ty-eighth Judi- <br />cial Circuit and that no Judge be elected to sit regularly in <br />the City of Portsmouth except the Judge of the Court of Hustings <br />of the City, and <br /> WHEREAS the Counoil of the City of Portsmouth is of the opin- <br />ion that'one Judge can not perform all the duties in the courts <br />of record in the City and that the elimination of one of the <br />courts will prevent the citizens from obtaining trial of cases <br />and will retard the business interest of the City and will not <br />be to the best interest of the community. <br /> NOW, THEREFORE, Be it Resolved by the Council of the City of <br />Portsmouth, that it enter its nrotest against the elimination <br />of one'of the courts of record-of the City of Portsmouth and <br />request the Honorable M.M. Hillard, the Honorable WHW Cassell <br />and J. Leon Codd to oppose any bill that ~ay be introduced to <br />abolish or eliminate either of the courts of record of the <br />City of Portsmouth." <br /> <br />On motion of Mr. Sturtevant, said resolution was adopted. <br /> <br /> The following was presented by Mr. Fox: <br /> <br />"A Bill to Amend and Re-Enact Section 2, as amended,of an Act <br />entitled 'An Act to provide a new charter ferthe City of Ports- <br />mouth',_ approved March 10th, 1908,to provide that the boundaries <br />of the wards of the City are to be fixed by the City Council and <br />limiting the number thereof, and that the provisions of the gen- <br />eral law relating to wards are to be applicable in certain res- <br />peers, except as to the number of wards, <br /> <br />Be it Enacted by the General Assembly of Virginia: <br /> <br />That Section two, as amended, of an act entitled, "An Act to Provide <br />a New Charter for the City of Portsmouth", ap~oved March tenth, <br />nineteen hundred and eight, be amended and re-enacted to read as <br />follows: <br /> <br />Section 2. Wards - The number of the wards of the C~y shall be <br />not less t~han eight nor mo~e than ten a[~.d~heir boundaries shall <br />be as prescribed by the Council by ordinance, and the provisions <br />of-general law relating to establishing wards~ redistricting the <br />City into wards, and changing ~he boundaries of wards, shall be <br />applicable, except that the number~of wards shall not be less than <br />sight nor more than Ten." <br /> <br />On motion of Mr. Weiseman, same was adorned and by t'he following vbte: <br /> <br />~yes: Fox, Grime~, Lawrence, Sturtevant, Warren, Weiseman,Wilson <br />Nays: None <br /> <br />Street <br />Water <br /> <br /> Mr. Wilson stated that <br /> was working a hardship and on motion, <br />~tree~, was eliminated. <br /> <br />the skip-stop polimy of buse~ on doWn-town High <br />Zhe skip-stop on High Street from Chestnut to <br /> <br /> The City Attorney asked for the appointment of a~ Annexation Committee <br />to help the Attorney. <br /> <br /> MoTion to appoint the Mayor and two other members on said committee was <br />.~dopTed. Messrs. Howar~ and Weiseman were appointed on said committee. <br /> <br />Mr. Wilson asked that a 's~oo-and go' light be placed on High Street <br /> <br />an& Fourth Avenue. <br /> <br />On mot ion, the City Manager was authorized to place said light. <br /> <br />of respect on <br /> <br /> The Chair was authorized to appoint a committee to bring, in resolution <br />the de~th o~ Mrs. Lela J.
