Januarv 22nd. 1946. <br /> <br />on February 19th, and that examinations for positions of Substitute Patrolman, Lieutenant and <br />Captain in the Police Department, and Engineer and Captain in the Fire Department, would be <br />held on February 20, 19~. <br /> The examinations were advertised and were attended by twenty-seven <br />men on February 19th and twenty six men on ~ebruary 2Oth. As a result of the examinations men <br />tioned above, this Commission certified a~ eligible for appointment the following number of <br />men for the positions indicated: <br /> <br />FIRE DEPARTMENT <br />Substitute Hoseman six <br />Engineer five <br />- Captain Seven <br />Assistan~ Chief two <br /> <br />POLICE DEPA~RTMENT_ <br />Substitute Patrolman seven <br />Sergeant twenty-one (21) <br />Lieutenant one ~l) <br />Captain one (1) <br /> <br /> The Commission has attended to all matters properly presented, <br />including hearing of complaints, defending itself against a Mandamus action brought by the <br />Portsmouth ~ire Fighters Local~ the pa~sinE of amendments to the rules that it thought right <br />and proper, and sundry other matters. <br /> TheCommisslon takes this opportunity to thank the City of Ports-! <br />mouth, CityAttorney,City Manager and other~ employees for their courteous assistance during <br />the year, and thanks the City Council for providing funds with which to provide supplies, <br />postage and the other expenses of the Commission. <br /> ~espectf~lly submitted: <br /> <br />Portsmouth Civil Service Commission <br /> <br />Virginius Butt, Chairman <br /> <br />J. R. <br />dogs was received and on mo~ion of Mr.'Weiseman, <br />funds in her hands from collection of Dog Taxes. <br /> <br />Parrish for $2.6? for chickens destroyed by <br />the Treasurer was authorized to pay same from <br /> <br />dogs, was received and, <br />from funds in her hands <br /> <br /> Bill of Mrs. W. J. Harris for $6.93 for chickens destroyed by <br /> on motion of Mr. Weiseman, the Treasurer was authorized to pay same <br />from collection of DoE Taxe~. <br /> <br /> Bill of John A. Ashcroft for $~5.00 for rabbits destroyed by <br />dogs was, on.motion, ~eferred to the City Attorney. <br /> <br /> The privilege of the floor was extended to a committee from the <br />American Legion who presented the following: <br /> <br /> "WHEREAS, the General Assembly of VirginAa at its 194~ session passed an act to <br />provide for the recordation by clerks~of ~he courts in designated books, certain information <br />relating to residents of cities and countiem who have served in the armed forces in World War <br />II, and provided that the expenses Of this work should be borne by the cities and counties, <br />and <br /> WHEREAS, An Act of ~he ~eneral Asse~oly of 19~h creating the Virginia World War <br />II History Commission also provided that any city or county of the Commonwealth may assemble <br />and submit to the Commission informat&on and material relating to its contribution and that of <br />its citizens to World War II, and the~governing body of any city or county may appropriate for <br />this purpose such funds as it deems necessary, and in compliance with this Act and a~ the re- <br />quest of the Commission, the Mayor of'the City of Portsmouth appointed the Portsmouth World War <br />II History Committee, and <br /> WHEBEAS, We understand that the Clerk o f the Hustings Court for the City of <br />Portsmouth and the Portsmouth World War I~ History Committee have requested public funds for <br />such purposes but that appropriations~ have no~ been made, and we feel that the City Council <br />has no~ been fully advised, but with a full knowledge of the facts would be in complete sym <br />pathy with the project, <br /> THEB~FORE, Be it Resolved by Portsmouth Post 3~, The American Legion, in regular <br />session '~onvened, that it fully endorses the provisions of the above-mentioned Acts~ of Assem- <br />bly, the action of the Mayor in creating a History Committee, and that it is in full accord <br />with the objectives of the Clerk of the Court and of the History Committee, and that it would <br />be a prope~ mnd Just recognition of the services rendered by the Portsmouth men and women who <br />served during the late War in the armed forces of this~ nation, to have their names permanent- <br />ly inscribe~ in the municipal archives and that in simple Justice to their families and poste- <br />rity this should be done ~n Portsmouth as it is being done in other cities of this 0ommon - <br />wealth, and <br /> Be it Further Resolved, ~hat this~ PosZ, composed of more than seven hundred wa~ <br />veterans, being fully cognizant of its civic responsibilities and at ail. times interested in <br />welfare of this City, unanimously requests the City Council to comply with the requests'hr the <br />Portsmouth World War II History Committee and of the Clerk of the Hustings Court for the ap <br /> <br /> <br />
