Wilson, in the Chair. <br /> <br /> Minutes of regular meeting held January 8th, 1946 were read and approved <br /> The following communications from the City Manager were ~ead: <br /> <br /> 1st "~he Virginia State Legislature, in 1944 (pages 33 and 35) enact-i <br />ed legislation to provide for the recording free of charge of all discharges presented by ex- <br />service men. It may be necessary during the year to increase the appropriation to the Clerk <br />of the Courts to take care of this cost. <br /> However, my recommendation is to await the need of this amount <br />of money and make the necessary appropriation later. <br /> <br /> On motion ordered filed. <br /> <br /> 2nd - "I am in receipt of the attached letter from Mr. Geo~g~ O..Diggs, <br />Chairman, A~iation C~mmittee of the Chamber of 0ommerce, and B. B. Ferguson, President, re <br />questing the City to officiall~ appear before the Civil Aeronautic Board ~ Washingtam~on <br />Monday, January 28th, relative to application of the Colnmbia-Air Lines to ~naugurate a regu- <br />lar scheduled flight from Portsmouth To Baltimore." <br /> <br /> Motion of Mr. Howard that the City Manager be instructed to go to Wash- <br />ington, in behalf of said application and to help in all ways possible, was adopted.. <br /> <br /> 3rd - "I am in receipt 'of a letter from former Probation Officer W.H. <br />Jennings, requesting that he be placed on the list of retired city employees, without compen- <br />sation or pension. <br /> Since W.H. ~ennings has served the C~y faithfully over a long <br />period of years, I feel that his request should be granted, and am recommending that you take <br />such action." <br /> <br />adopted. <br /> <br />Motion of Mr. Warren to concur in th~= Manager's recommendation, was <br /> <br /> kth - "You referre4 to me a letter from the School Board regarding the <br />Superintendent of Schools. As soon as a reply is received, I will keep you informe~%" <br /> <br />On motion ordered filed. <br /> <br /> 5th - "At the last Council meeting, you referred the question of water <br />supply to the Sunray area presented by Mr. G. A. Treakle, to the City Attorney and City Man- <br />ager. <br /> We are now mak%ng a study of the number of consumers, expected <br />chlorination, pressure, reading of meter cost and other items, and I ~xpect to make a recom- <br />mendation after this study is completed.~ <br /> <br />On motion ordered filed. <br /> <br /> 6th - "At the regular meeting of the Council on January 8th, you au <br />thori~ed me to negotiate for a loan from the Federal Works Agency, under the George Act, to <br />plan and program our power plant. <br /> A request for these funds is no, w being studied by the Federal <br />Works Agency and you will be constantly informed of the progress." <br /> <br />On mo~ion ordered filed. <br /> <br /> Zth - ~Mr. Wilson requested a light at Fourth Avenue and High Street, <br />which you authorized me to place. <br /> The l igh~ has been ordered and should be installed very soon. <br />This will necessitate an appropriation of $400.00, which I brought to your attention at the <br />last Council meeting." <br /> <br /> Motion of Mr. Howard that we appropriate $~OO.00 for ~aid purpose, was <br />adopted, and by the following vote: <br /> <br />Ayes: Grimes, Howard, Lawrence, <br /> Weiseman, Wilson <br />Nays: None <br /> <br />Sturtevant, <br /> <br />Warren~ <br /> <br />as a member of the <br /> <br /> 8th - "I am appointing C. <br />Plumbers Examining Board, <br /> <br />On motion ordered filed. <br /> <br />D.Ellsworth of the Ellsworth Plumbing Company <br />effective January 16th, 19~6." <br /> <br /> 9th - "Officer W. E. Bennett has returned to the City from the Service <br />of the country. I have re-instated him in the Police Department as a regular police officer, <br />effective January 16th. <br /> Charles F. Harrell, who has been in the service, has returned, and <br />effective January 16th, was' re-instated as ~ substitute police officer, at his request. He <br /> <br /> <br />
