Owens, City Manager. <br /> <br />Minutes of regular meeting held February 26th were read and approved. <br /> <br />The following communications from the City Manager were received: <br /> <br />8th, 19k~6, <br /> <br /> 1st - ~The Planning Commission a~.a called meeting on Frid~, March <br />recommended the following: <br /> ~ - That the southwest corner of South andGod~in Streets be <br /> rezoned from residential to commercial, <br /> <br />That the lot aT o38 Nelson Street or the corner of <br /> Nelson and Seventh Streets be rezoned from residential <br /> ~o c6mmercial. <br /> <br />That lots l, 2, 3~ ~, 5 and 6. located in Brighton on the <br />corner of Randolph and Effingham Streets, block ten, be <br />rezoned from residential to commercial. <br /> <br />That the property on the south side of Race Street,west <br />of D~nwiddie Street zo a point of ll3 feet east of <br />Washington, be rezoned from residential ~o commercial. <br /> <br />ThaZ the proper~y in the 900 block of Lincoln Street, <br />directly opposite Price's garage be rezoned from resi - <br />dential to commercial. <br /> <br />That that portion on the east side of Spencer Street <br />to the Elizabeth River be rezoned from residential to <br />industrial. <br /> <br />these recommendations <br />nance. <br /> <br /> The Com3nission would appreciate the Council concurring in <br />and authorize the necessary advertisement as required under the ordi <br /> <br />Very truly yours, <br /> <br />A. Barclay <br />Portsmouth Planning Commission.~' <br /> <br />On mo~ion ordered filed. <br /> <br />of Supervisors today, <br /> <br /> 2nd - "The following letter was forwarded to the Norfolk County Board <br />requesting adjustment of prisoner costs: <br /> ~The City of Portsmouth would like to make adjustments <br /> for prisoners in Norfolk County Jail. If you will forward <br /> us a statement ~o date, we can make necessary adjustments <br /> The adjustment of costs for caring for women prisoners <br /> can be credited against the total prisoner cost that the <br /> City of Portsmouth paid for while the County Jail was <br /> being renovated.''~ <br /> <br />On motion ordered filed. <br /> <br /> 3rd - "The Chamber of Commerce has written the attached letter to me <br />and in order to find the cost, it will necessitate authority from you to proceed as well as <br />the possibility of an appropriation to establish what losses may accrue to taxable values in <br />this a~ea.~ <br /> <br /> Inclosure <br /> '~As you know, along with the City Government, the Chamber of <br />Commerce has been interested for many years in the construction of an underpass to eliminate <br />unnecessary delay where the Norfolk-Portsmouth Belt Line rails cross High Street. The history <br />of the improvement i~dicates that each time the matter has been ~vanced adjacent property <br />owners have voiced disapproval of the project as detrimental ~o property values!indue area. <br />Therefore, the Board of Directors of the Chamber has instructed me to respectfully request <br />that you take proper steps ~o inaugurate as soon as possible an engineering study designed ~o <br />establish the desirability of constructing &u underpass at this point, as well as incorpora- <br />tion in a final plan for surface highways t~o provide egress and entrance to affected proper- <br />ties. <br /> We have every reason vo believe, based on a preliminary survey <br />and conference with interested parties, ~ hat such arrangement will bring no opposition to this <br />long over-due project. <br /> Respectfully submitted, <br /> <br />Motion of Mr. Howard that <br /> <br /> Ray J Dunn, Managing-Director.'~ <br />the City Manager study and report, was <br /> <br />adopted. <br /> <br /> <br />
