March 12th~ 1946. there w~re present: At a regular meeting of t~e City Council, held on March 12th, 19~6, Leslie T. Fox, George L. Grimes, James N.Howard, Frank D. Lawrence, E.~Robie Sturtevant, C. E~ Warren, H. Earl Weiseman, Pearle J. Wilson and Arthur S. Owens, City Manager. Minutes of regular meeting held February 26th were read and approved. The following communications from the City Manager were received: 8th, 19k~6, 1st - ~The Planning Commission a~.a called meeting on Frid~, March recommended the following: ~ - That the southwest corner of South andGod~in Streets be rezoned from residential to commercial, That the lot aT o38 Nelson Street or the corner of Nelson and Seventh Streets be rezoned from residential ~o c6mmercial. That lots l, 2, 3~ ~, 5 and 6. located in Brighton on the corner of Randolph and Effingham Streets, block ten, be rezoned from residential to commercial. That the property on the south side of Race Street,west of D~nwiddie Street zo a point of ll3 feet east of Washington, be rezoned from residential ~o commercial. ThaZ the proper~y in the 900 block of Lincoln Street, directly opposite Price's garage be rezoned from resi - dential to commercial. That that portion on the east side of Spencer Street to the Elizabeth River be rezoned from residential to industrial. these recommendations nance. Barclay Portsmouth Planning Commission.~' On mo~ion ordered filed. of Supervisors today, 2nd - "The following letter was forwarded to the Norfolk County Board requesting adjustment of prisoner costs: ~The City of Portsmouth would like to make adjustments for prisoners in Norfolk County Jail. If you will forward us a statement ~o date, we can make necessary adjustments The adjustment of costs for caring for women prisoners can be credited against the total prisoner cost that the City of Portsmouth paid for while the County Jail was being renovated.''~ On motion ordered filed. 3rd - "The Chamber of Commerce has written the attached letter to me and in order to find the cost, it will necessitate authority from you to proceed as well as the possibility of an appropriation to establish what losses may accrue to taxable values in this a~ea.~ Inclosure '~As you know, along with the City Government, the Chamber of Commerce has been interested for many years in the construction of an underpass to eliminate unnecessary delay where the Norfolk-Portsmouth Belt Line rails cross High Street. The history of the improvement i~dicates that each time the matter has been ~vanced adjacent property owners have voiced disapproval of the project as detrimental ~o property values!indue area. Therefore, the Board of Directors of the Chamber has instructed me to respectfully request that you take proper steps ~o inaugurate as soon as possible an engineering study designed ~o establish the desirability of constructing &u underpass at this point, as well as incorpora- tion in a final plan for surface highways t~o provide egress and entrance to affected proper- ties. We have every reason vo believe, based on a preliminary survey and conference with interested parties, ~ hat such arrangement will bring no opposition to this long over-due project.
