<br />"There has presently occurred at several of the do%mtown bus stops
<br />street pavemenZ failures. The locations of four of the major places
<br />are as follows:
<br /> 1. N.W.'corner of High and Crawford
<br /> S.W.,.corner of High and Crawford Sts.
<br /> S.E. Corner of Court and High Sis.
<br /> S.W. Corner of High and Washington Sts.
<br /> The reason for the failures is due to the fact that when High Street was
<br />repa?ed in 193~, funds were sho~t. In order to save, the old concrete
<br />base was left in for a width of approximately lO feet on each side next
<br />to the curb. At the time it was figured that this strip would be used
<br />primarily for parking purposes and that by renewing the wearing surTace
<br />over the old base, that it would be sufficient. The large buses of today
<br />loaded with heavy war-time travel were not taken into consideration. It
<br />is my opinion that we will have trouble with the pavement at several other
<br />of the bus stops on High Street between Crawford and Chestnut Streets.
<br /> I recommend that, at the four locations referred to above, that the old
<br />pavement be removed and replaced witka reinforced concrete pavement lO
<br />inches thick. The dimensions will average approximately l0 feet by 100
<br />feet per location. The toZal cost will be approximately $3,000.00. A
<br />special appropriatio~ will have to be made by the Council if this work
<br />is done~ Arrangements have been made with the Portsmouth Transit Company
<br />to change the bus stops temporarily, while the work is under oonstruc
<br />tion. If you do not think there will be any question about the Council
<br />appropriating th~ money, I would like to have authc~ity to commence the
<br />Job at once, as it is very urgent."
