At a regular meeting of the City Council held Narch 26th, 19~6, there <br /> <br />were present: <br /> <br />Leslie T. Fox, George L. Grimes, James N.~ Howard, W.R. Hutchins, <br />Frank D. Lawrence, E.Robie Sturtevant, C.E.Warren, H. Earl Weise- <br />man, Pearle J. Wilsonand Arthur B. Owens, City Manager. <br /> <br />illness, <br /> <br />was greeted <br /> <br />Mr. W. R. Hutchins being present for the first time since his <br />with a rising voice of welcome. <br /> <br />The minutes of the regular meeting were read and approved. <br /> <br />serious <br /> <br />The following communications from the 0i~yNanager were read: <br /> <br /> ~lst - "We planned in November, prior to the adoption of our budget, <br />improvements at the City Home, which we deferred awaiting probable action of the General As- <br />sembly on certain bills that were to be introduced. <br /> Senate Bills 21 and 63 are inadequate for our needs. As ~n expe- <br />diency, I would recommend an appropriation of $10,000.00 to modernize an unfinished structure <br />at the City Home." <br /> <br /> Notion of Er. Lav~ence to place on its first reading an appropriation of . <br />$10,OOO.O0 for said purpose, was adopted. <br /> <br /> 2nd - "I have been advised by the contractor for the hotel at the corner <br />of High and Dinwiddie Streets, that the construction wor~ has been completed. <br /> I would therefore like to have rescinded an ordinance adopted by <br />the Council making this a one-way s~reet." <br /> <br /> ~otion of Er. Sturtevant to suspend the rules and that the following or- <br />dinance be placed on its final reading, was adopted: <br /> <br />"AN ORDINANCE TO REPEAL Ai~ ORDINANCE RELATING TO ONE-WAY' <br />TRAFFIC ON DINWIDDIE STREET, BETWEEN HIGH AND KING STREETS." <br /> <br />On motion of Mr.Weiseman, said ordinance was adopted and by the follow- <br /> <br />lng vote: <br /> <br />Ayes: Fox, Grimes, Howard, Hutchins, <br /> Warren, Weiseman,Wilson <br />Nays: None <br /> <br />Lawrence, <br /> <br />Sturtevant, <br /> <br /> 3rd - "We are desirous of having a Clean-Up, Health and Safety Campaign <br />and we would appreciate your designating the month of April as the time for this effort." <br /> <br />No:ion of Er. Howard to approve the Eanager's request, was adopted. <br /> <br /> kth - "I would like to impart further information to you with reference <br />to Carver Dormitories being converted into apartments for colored war veterans. <br /> John P.Broome, Director of the Federal Public Housing Authority <br />at Atlanta, advises ~hat there is a possibility of some previously allocated units being re - <br />turned and if so, Portsmouth's reqmest would be given consideration. <br /> Er. Broome refers further to the Patman Bill as amended, which is <br />now before Congress for discussion and I will follow it up immediately and advise you accord- <br />ingly.~ <br /> <br />On motion ordered filed. <br /> <br /> 5~h - "The League of Virginia Eunicipalities has advised <br />which should be available to cities caused by acts of the General Assembly, in <br />The cities will receive additional funds as follows: <br /> <br />me of the funds <br />recent~session. <br /> <br />House Bill 85 - Bank Stock - $200,000.00 per year additional <br /> money. <br />Senate Bill 83 - Aid for Streets - will increase Portsmouth's <br /> part about $13,O00.00. <br />Senate Bill ~5 State Aid for Construction of Streets ~o <br /> match Federal Funds <br /> This will give cities $~50, O00.00 per year <br /> for the next three years, or an average <br /> each year of about ninety cents per capita. <br />House Bills 83 and 85 - Inclusion of Beverage Sales in Mer - <br /> chants and Restaurant Licenses. <br /> This will give cities additional funds. How- <br /> ever, no estimate has been made at the present <br /> ~ime. <br /> House Bill 25 Budget Bill - This Bill allows for 50% appro- <br /> priation by the State for expenditures in the <br /> Juvenile and Domestic Relations Courts." <br /> <br />On motion ordered filed. <br /> <br /> 6th - ~In closing our ProJec~ VA 44-E-3~ - Construction of Day Nursery, <br />we transferred approximately $1,500.OO to the General Fund. An item of $5~1.OO should have <br />been committed against this account prior to the transfer of funds. <br /> <br /> <br />
