At a regular meeting of the City Council held Narch 26th, 19~6, there were present: Leslie T. Fox, George L. Grimes, James N.~ Howard, W.R. Hutchins, Frank D. Lawrence, E.Robie Sturtevant, C.E.Warren, H. Earl Weise- man, Pearle J. Wilsonand Arthur B. Owens, City Manager. illness, was greeted Mr. W. R. The minutes of the regular meeting were read and approved. serious The following communications from the 0i~yNanager were read: ~lst - "We planned in November, prior to the adoption of our budget, improvements at the City Home, which we deferred awaiting probable action of the General As- sembly on certain bills that were to be introduced. Senate Bills 21 and 63 are inadequate for our needs. As ~n expe- diency, I would recommend an appropriation of $10,000.00 to modernize an unfinished structure at the City Home." Notion of Er. Lav~ence to place on its first reading an appropriation of . $10,OOO.O0 for said purpose, was adopted. 2nd - "I have been advised by the contractor for the hotel at the corner of High and Dinwiddie Streets, that the construction wor~ has been completed. I would therefore like to have rescinded an ordinance adopted by the Council making this a one-way s~reet." ~otion of Er. Sturtevant to suspend the rules and that the following or- dinance be placed on its final reading, was adopted: "AN ORDINANCE TO REPEAL Ai~ ORDINANCE RELATING TO ONE-WAY' TRAFFIC ON DINWIDDIE STREET, BETWEEN HIGH AND KING STREETS." On motion of Mr.Weiseman, said ordinance was adopted and by the follow- lng vote: Ayes: Fox, Grimes, Howard, Hutchins, Warren, Weiseman,Wilson Nays: None Lawrence, Sturtevant, 3rd - "We are desirous of having a Clean-Up, Health and Safety Campaign and we would appreciate your designating the month of April as the time for this effort." Howard to approve the Eanager's request, was adopted. kth - "I would like to impart further information to you with reference to Carver Dormitories being converted into apartments for colored war veterans. John P.Broome, Director of the Federal Public Housing Authority at Atlanta, advises ~hat there is a possibility of some previously allocated units being re - turned and if so, Portsmouth's reqmest would be given consideration. Er. Broome refers further to the Patman Bill as amended, which is now before Congress for discussion and I will follow it up immediately and advise you accord- ingly.~ On motion ordered filed. 5~h - "The League of Virginia Eunicipalities has advised which should be available to cities caused by acts of the General Assembly, in The cities will receive additional funds as follows: me of the funds recent~session. House Bill 85 - Bank Stock - $200,000.00 per year additional money. Senate Bill 83 - Aid for Streets - will increase Portsmouth's part about $13,O00.00. House Bills 83 and 85 - Inclusion of Beverage Sales in Mer - chants and Restaurant Licenses. This will give cities additional funds. How- ever, no estimate has been made at the present ~ime. House Bill 25 Budget Bill - This Bill allows for 50% appro- priation by the State for expenditures in the Juvenile and Domestic Relations Courts." On motion ordered filed. 6th - ~In closing our ProJec~ VA 44-E-3~ - Construction of Day Nursery, we transferred approximately $1,500.OO to the General Fund. An item of $5~1.OO should have been committed against this account prior to the transfer of funds.
