<br /> ~The School Board at its meeting on Friday, April 5th, voted unani -
<br />mously to introduce fr~e textbooks for the children in the elementary schools of Portsmouth
<br />beginning September, 19~8, provided this action was approved by the City'Oouncil and an appro.
<br />priation of $~650.00 was made for that purpose. The School Board. therefore respectfully
<br />requests an appropriation df $4650.00 to provide free textbooks for the children ~n the Ports-
<br />mouth Public Elementary Schools.
<br /> The General Assembly in its 1946 session Just ended, made provision
<br />for free textbooks in the elementary schools to the extent of an. appropriation of sixty oenZs
<br />for each elementary qbild ~nrolled, the local School Boards ~o provide the remainder. Since
<br />all pupils who desire free textbooks for 19~6-~ are required to turn in a complete set of
<br />books used in their respective grades in the year 19~5-~6, I would estimate the actual cost
<br />per pupil per year for free textbooks for the first three years to be abo~t $1.25, or a cost
<br />to the Board of Sixty~five cents per pupil. The cost thereafter would be somewhat less,
<br />p~obabty ninety cents ~o a dollar~ The cost to theOity for 19~6-4~ would be $4,650.00.
<br /> The Board expressed the hope that the Honorable City 0ouncil would
<br />take early 'action ~n this request as mahy plans must be made for putting this into effect be-
<br />fore the close of soho01 in June of this year.
