present: <br /> <br />At a regular meeting of the City Council, held April 23rd, there were <br /> <br />George L. Grimes, James N. Howard, Frank D. Lawrence, H.Earl <br />~Weiseman, Pearle J. Wilson and Arthur S. Owens, City Manager. <br /> <br />Vice President Wilson in the Chair. <br /> <br />Minutes of regular meeting held April 9th were read and approved. <br />The following report was made by the Zoning Commission: <br /> <br /> '~Pursuant To the provisions of the Zoning Ordinance, notice is hereby <br />given that a public hearing will be held at 7:30 P.M.~ on Tuesday, April 23rd~ 1946, in the <br />Council Chamber, Municipal Building, Portsmouth, Virginia, for the purpose of altering zones <br />and reclassifying the following property: <br /> ~. Priddy property between Randolph St. and S.A.L. Railway, <br /> <br />from Chestnut St. west to 100 feet of Laurel Avenue - <br />from residential to Commercial. <br />Detroit St. north side 25' x 40' east from alley between <br />Broad St. and Maryland Ave. from Residential to Commercial. <br />Northwest corner Nashville Ave. and Gosport Road from <br />Residential to Commercial. <br />306 Green Street from Residential to Commercial. <br />Northeast corner Middle ~nd Columbia Sts. From <br />Commercial to Industrial." <br /> <br /> The Chairman opened the me,ting to the public. No one appearing, on <br />motion of Mr. Howard, the said report was adopted, and by the following vote: <br /> <br />Ayes: Grimes, Howard, Lawrence, Weiseman,Wilson <br /> a · <br />N ys. None <br /> <br />The following communications from the City Manager were read: <br /> <br /> 1st - t~Congress has passed a Bill by voice - Senate Bill 1592, the <br />Wagner-Ellender-Taft House Bill, which is one of the most comprehensiv~ and long-range housing <br />and urban~development progrems ever considered by our country. <br /> It is indeed a forward step for better housing and more content- <br />ed living and I urge each member of the Council to familiarize himself with the points in this <br />Bill.~ <br /> <br />On motion ordered filed. <br /> <br /> 2nd - 'ti have been requested by.H.I. Baumes, Executive Secretary of <br />the League of Virginia Municipalities, to announce that the League~s annual Convention will be <br />held at the Cavalier Hotel at Virginia Beach on Sunday, Monday and Tuesday, September 22nd, <br />23rd and 2~th. <br />Mr. Baumes advises that further details will be forwarded to <br />each member individually." ' <br /> <br />On motion ordered filed. <br /> <br /> 3rd - t~I have requested the Treasurer of Nansemond County to deliver <br />to the City a statement of all taxes on our water properties, through May 31st, 19~6.~ <br /> <br />On motion ordered filed. <br /> <br /> Sth-.- "I am appointing John C. Dashiell, son of Virginius Dashiell, as <br />acting SMperintendent of the City Home, effective April 16~h~ 1956.~ <br /> <br />On motion ordered filed. <br /> <br /> 5th - ~The new ~50 GPM pumper for the Fire Department has been assigned <br />to the Port Norfolk station, and to insure a more efficient operation of the headquarters, I <br />find it necessary to install rolling doors. This will necessitate a special appropriation of <br />$~61.OO, to paint interior also.~ <br /> <br /> Motion of Mr. Howard to place an appropriation of $761.O0 on its first <br />reading for said purpose, was adopted. <br /> <br /> 6th - ~We are in receipt of a contract from the Supply Officer in com - <br />mand of the Norfol~ Naval Depot, relative to payment for sewage pumpage. <br /> The contract has been approved by the City Attorney and I would <br />appreciate your authorizing the proper officers of the City to sign the agreement and affix <br />the seal of the City thereto.~ <br /> <br /> Motion of Mr. Lawrence to ~oncur in the Manager'S recommendation, was <br />adopted. <br /> <br /> ~th - t~The delivering of our last ~50 GPM pumper completes our project <br />VA ~$-153 - Fire Headquarters and Equipment~ which consisted of the construction of a building <br /> <br /> <br />
