<br />At the ~egular meeting o f the City Council, held on Tuesday, June llth,
<br />there were present:

<br />Leslie T. Fox, George L. Grimes, Frank D. Lav~ence~ E. Robie Sturtevant,
<br />H. Earl ~Jezseman and Arthur S. Owens, City Manager.
<br />
<br />Minutes of ~egular meeting held May 28th, 1946, were read and ~pproved.
<br />
<br /> On motion o f Mr. Fox, the prmvzleoe of the floor was granted John Daugh -
<br />trey, who made a protest rega~wding auto repair station at 918-9~2 Green St.
<br />
<br /> The City Manager was requested to lbok into this matter, t~ke necessary
<br />action ~ud ~eport back to~ the Council.
<br />
<br />The following communmcatzons i~om the Czty Manager were read:

<br /> 1st - '~hen the budget was adopted, an appropriation for recreation was
<br />made for six months~ ~and in order · o continue the program for the additional six months, an
<br />appropriation of $20,000.00 wilt be necessary.~
<br />
<br /> ~ ~ction on this matt?r was deferred until a special meeting of the Council,i
<br />which, at the suggestzon Of the Mayor~ wmll be held on T~esda¥, June 18th, at 7:30 P,M.

<br /> 2nd - S~e to increased Relzef costs and the fact that the State has re- I
<br />duced assistance to the City, it will be necessary to increase ou~ appropriation for the yes~
<br />by $10,000.00.

<br /> 3rd - "The Planning Commission takes pleastuve in submittzng to the Hono-
<br />rable Council its #2 report ~ntitled C~vmc Center" for discussion.
<br /> The Planning Commission merely suggests this as a progr~n, realiz-
<br />ing that neither finances, land or general plan may be agreeable o~ feasible at this timeo~
<br />
<br /> The report was accepted, subject to the ~ager sending each Counc~!~L~.~ a
<br />copy.
<br />
<br />.4th - ~'In fu~therau ce of your request, I have had a su-~vey made of t~e
<br />City buildings relatmve to insurance by E.L. Smith, Engineer~f~r the North American~ companies.
<br /> The recommendation ca~ries with it a suggestion that~we insure ou~
<br />fifty-th~ee buildings, totaling $1,11V, V25.00 at a 90% bracket protective ~eatu~eo
<br /> M~. Hawks is making a study of the content ~nd insurance, but in
<br /> a~
<br />order that.the C.ity would be prot~ected, and ~ your instruction, I have had ~. Hawks to pro -
<br />tect the Czty buzldi~gs up to 90% of the total appraisal value. After ~n inventory has been
<br />completed on the contents, adjustments will necessarily have to be made and an appropriation
<br />authorize d ~"

<br /> Motion of Mr. Fox that a copy of the insur~uce report be ~nished each
<br />member of the Council and that action be deferred until later, was adopted.
<br />
<br /> 8th - SYou appropriated $101,000.00 at our last meeting for Project 44-
<br />141 Sewer Construction~ a~.d in orderer e me~u~rent accounts, prior to the issuance of the
<br />bonds,~a sh6rt te~m 10an mn th~ snount 'of $100,000o~00 will-be necessary, from the two local
<br />baD~s in the amount of $50,000~00 each.
<br /> ~ill you please authorize this lo~ and that it be repaDd out of
<br />the bond issue at a later date?"

<br /> 6th - "Last year, you authorized a survey of Ca~ver Dormitories for a
<br />negro hospital and the firm of Rudolph, Cooke ~ud Van Leeuwen made an extensive and studious
<br />survey of the buildings and they have forwarded a statement of $280.00. I would appreciate
<br />appropriation of this smount?
<br />

<br /> 7th - ~House Bill 309 with reference t o conferring certain powers on gov-
<br />erning bodies of counties, cities and to,ns, with respect to cleaning we~ds and other growth
<br />from vacant lots, authorized'us to enact the proper ordinance allowing for weed cutting.
<br /> Will you please authorize the City Attorney to place on its first
<br />reading, an ordinance whiahwil! be consistent~ with House Bill 3097"
<br />

<br /> 8th - "I ~ in receipt of a statement from Dr. Thomas H. Reed for profes-
<br />sional services ~endered relative to the ~annexation proceedings and my agreement with himwas
<br />for his expenses not to exceed $3,000.00.
<br /> We paid D~. Roe? on August llth,~1945, $825.95 and on March 29th,
<br />1946, $545.6V - or a total of $1371.62, leave_rig a net due of $1,828.38.
<br /> You have previously made an appropriation o~ $2,250,00 for a por-
<br />tion of the expense relative to annexation, and in order to pay a portion of the now due ex -
<br />penses, a special appropriation to this accouter of $3~000.00 will be necessary."
