<br />Federal Wo~e Agency, that our project VA $~-P-~9 Grade Crossing at the BeZt Line Railroad
<br />will be held in abeyance pending action on our ~ower plant.
<br /> The City has several other projects for which we have applied
<br />to the Federal Government for funds, but in the even~ the power proJeo~ is approved, this will
<br />take such a large proportion of the State's allocation of funds that it is doubtful if the Oitl
<br />can get any other projects approved.
<br /> It seems feasible that we should delay any action on 4~-P-Z9
<br />until the outcome of our Power Plant Project is~decided.~

<br /> t2th- ~in extending the large pipes for the discharge line leading to
<br />the sewage treatment plant, it will be econom~al to pass over certain private property ~r the
<br />purchase of which an appropriation has been made. Several~of the lots belong to the Estate of
<br />the late H.L. Page, and the executors of Mr. Page have offered to convey to the City all the
<br />land in the City which belonged te him in consideration of the release of taxes. The City also
<br />needs and would be compelled to buy a piece of ~he Page land on the west'side of Pine Street
<br />adjoining the incinerator and stable property and can probably use some land adjoining Oak
<br />Grove Cemetery. This latter land may be connected with the cemetery or as has been suggested~
<br />a diagohal street may be opened from ~he end of '~B~ Street to Williams Street, in order to
<br />shorten distances for people in Park View and West Park View going around the cemetery. If
<br />the street is opened, the City could later sell the part of the Page land lying northeast of
<br />the street after the same has been filled.
<br /> Much of the Page land is low and not su~able for building pur-
<br />poses and some of it is now being filled by the City. Mr. Page, h~wever, owns ~/ll interest
<br />in the Park View land and it is not certain the City can~acquire ~he entire interest at this
<br />time.
<br /> There is due approximately $5~000,00 on the land assessed in the
<br />name of H.~. Page, ~500,O0 on the land assessed in the name of H.L. Page and others at Park
<br />View, $~00.O0 on the land assessed in the name of Adella H. Page and now belonging ~o the Es-
<br />tate of H.L. Page, and $500.00 on the land assessed in the name of Walter H. Taylor, 3rd, and
<br />H.L. Page, making a total amount due as of March 3l, 1946, $6,416o80.
<br /> I bel~ve that some few of the lots may be disposed of and if
<br />possible I-will have the Executore of Mr. Page to convey these ~o an individual and endeavor
<br />~o sell the same for the amount of the taxes, but what can not be ~old within a period of a
<br />year then hsx~e conveyed to the City.
<br /> I recommend that the property be accepted from the Executors of
<br />Mr. Page in settlement of taxes due thereon. ~

<br /> I would like to offer the following explanation with referenc~
<br />to the contract mud I believe that the City'~ i?~erest is protected by having a minimum of
<br />$38,OOO.OO and a maximum of $45,O00.OO for the ~2~1 e2gineer~g cost, It enables the City
<br />to take advantage of saving from the start of the ~oJect t~ a maximum in the event we extend
<br />a considerable period of time over the limit.
