<br />Minutes of regular meeting held July 9th, 1946, were read and approved.
<br />
<br />The follov~ng communications from the City Manager were read:
<br />
<br /> Ist ~You referred To me at 6ur last Council meeting, the question of
<br />A.B.C. licensees operating on Easterh Standard Time instead of Daylight Saving Time, and it is
<br />my understanding that the A.B.C. Board is willing to do this, provided it meets with the ap -
<br />proval of the City Government.
<br /> Personally, I see no objection to anyone operating on Eastern
<br />Standard Time if they so desire and this would apply to amusement centers, merchants, corpora-
<br />tions, or anyone else.
<br /> If you will authorize me, I will request the A.B.C. Board to
<br />have its licensees operate on Eastern Standard Time."
<br />
<br /> Motion of Mr. Weiseman that the A.B.C. Board be notified that'the City
<br />does not obJec~ to zheir stores 9Perating on Eastern Standard Time in Portsmouth, if they so
<br />desire, was adopted.
<br />
<br /> 2nd ~I would like to construct a shelter at the Robert LeG Playground
<br />to house our equipment and supplies and include two small lavatories.
<br /> This will necessitate an appropriation of $1,OOO.OO."
<br />
<br /> On motion of Mr. Weiseman, an appropriation of $1,000.00 for said put-I
<br />p6se, was placed on its first reading.
<br />
<br /> 3rd - ~When the war with Japan ended, the City Government of Portsmouth
<br />had on applicatlan with the Federal Works Agency approximately fourteen requests for engineer-
<br />ing and planning funds.
<br /> We have had five of these approved and I am in receipt, on July
<br />16th, of for~s from the Federal Works Agency authorizing the engine ering and planning of a
<br />swimming pool (4~-P-33).
<br /> Will you please authorize the acceptance of the $3,600.00 and
<br />also authorize the C~y Manager to b~ve plans drawn for a swimming pool?"
<br />
<br /> Motion of Mr. Grimes that we
<br />Agency of $3,600.00 for engineering and planning of
<br />authorized to have plans drawn, was_adopted.
<br />
<br />accept the offer of the Federal Works
<br />a swimming pool and that the Manager be
<br />
<br /> 4th - "The State Headquarters for Selective Service is releasing the
<br />two rooms on the ground floor in the southeast portion of the City Market Building, effective
<br />August 1st, 19~6, for which we have been receiving $50.00 per month.
<br /> Since this is no longer needed, they are asking that we make a
<br />new contract in the amount of $3,300.00 per annum oa2able at the rate of $2~5.O0 per month, ef-
<br />fective August 1st, 1946, in lieu of the p~esent $~,9OO.OO per year contract.
<br /> I am respectfully'asking your authority to sign this contract on
<br />behalf of t~e City.~'

<br />Motion of Mr. Sturtevant to concur in the Manager's recommendation, was
<br />
<br /> ~th - ~We have in the budget for this year an appropriation of $5~OO0.
<br />for the purchase of land on our water shed which ! advised you it ~uld be necessary to secure
<br />because of the raising of our dam.
<br /> We have an opportunity to purchase ten lots La Saratoga Place,
<br />Suffolk, Va., numbered 21, 22, 23~ 24~ 25~ ~8, ~9, 5©, 51 and'52 of block #29, owned by the
<br />Saratoga Place Corporation, for a sum of $~00.00.
<br /> Will you please authorize the purchase of these lots?*~

<br />M6tion of Mr. Grimes to concur in the Manager's recommendation, was
<br />
<br /> '6t~ - "The Federal Works Agency has expressed willingness to concur in
<br />the award of a bid to the Dravo Corporation for the rehabilitation of the RaceSt. and Douglas
<br />Avenue pumping station, designated as Project VA ~-l~l, Division ~F-A andDF-B, orovided there
<br />be a definite completion date for the contract.
<br /> The Dravo Corporation advises the shortest length of time would
<br />be three hundred calendar days, which is agreeable to the Federal Works Agency and I am respect
<br />fully requesting your authority to amend the contract allowing the Drays Corporation three
<br />hundred calendar days from July 1st, 19~6, and that if the contract extends beyond the existint
<br />time limit, theCity will waive liquidated damages.
<br /> If you will approve the following, it will be agreeable to the
<br />Federal Works Agency:

<br />'Under specifications and contract documents, delete the
<br />second paragraph uAder 'Bidders T~e Notice ~ Page t' and
<br />on Page G-12 of the General Conditions, Article 26 '~Time
<br />for Completion" date from sixty to three hundred consecu-
