<br /> We desire to propose a new ten year contract between this Company and the
<br /> City of Portsmouth covering the electrical requirements of the City.
<br /> This Company has furnished the major part of the State of Virginiawith
<br />abundant and reliable electric sez~ice at reasonable rates, and in that manner has contributed
<br />largely to the outstanding industrial development ef ~he State. ~ne cities served by the Com-
<br />pany have profited because of the availability of this s~vice, as wellas by the industrial
<br />development in the State. We a~e proud of having participated in the g~owth of Portsmouth
<br />and t~ust that some proper plan may be developed by which this Company eau continue to serve
<br />Portsmouth as in the past~
<br /> Any attempt to snpply electric energy in Portsmouth in competit$on with
<br />the municipality would s£fect this Company adversely, aud we do not believe that the City
<br />could possibly profit by such competition, if o~v engineers or msnagement cs~ be of assistance
<br />to you in a~alyzing the probable cost of const~uction and operation of the proposed city elec-
<br />tric system, we would be pleased to render you such assistance in order that you might be more
<br />certain of the result of the proposed underts~ing.
<br /> This Company proposes that the City enter into a ten year contract with th
<br />Company covez~ug the entire electrical requirements of the City. Under this contract,
<br />electricity supplied the City between the hours of 9:00 P.M. and V:.O0 A.M., each day for the
<br />operation of the City's wate~pumping plant, sewage pumping pl~n~ a nd sewage disposal plant
<br />will be billed at the ~ate of ?ne-half cent (~} per kilowatt hou~ and all ?thor electricity
<br />supplied to the City will be billed at one cent (l~) per kilowatt hour. Thzs rate will not
<br />be st~bJect to ~increase du~ing the team of the contract, but the Company will lower the rate
<br />if other cities in the State of Virginia a~e given a lower rate for simila~ services du~ing
<br />the team of this contract. No other City in the State is p~esently enJoylnga lower rate.
<br /> Without cost to the City, you~ present 100 c~a~dle power street lighting
<br />lampa will be replaced by the Company.~i~ 250 candle power street lighting lampa as soon as
<br />new equipment csnb e obtained for this purpose. The rate for street lighting will be de
<br />crea~ed so that you~ bill for.~treet lighting of g~eater intensity will b e slightly less than
<br />you ~ow pay for ~he smaller lighting ~n~ts.
<br /> The Comp.any will remit the obligation of the City to pay t o it the
<br />$12~,500.00 which will otherwzs~ become payable on January l, 194V, because of the City's not
<br />renewing for another ten yea~ teen its present contract for electric sea, Ice with the Company.
<br /> The Company at an estimate~ cost of ap~rgr~tmately~0?,000~00will, as
<br />when requested by th~ City, place~all of its wi~s and facilities along High Street ~om the
<br />Pe~ to Effingham Street ~u ,~derg~eund ducts, ~ud will replace the t~esent concrete poles in
<br />this a~eawith a mode~n street lighting system.
<br /> We attach hereto the proposed ten yea~ contract which follows very ta~gel~
<br />the contract u~der~_ich youh ave been s~oplied energy since 1937, and~lso ca~ries into ef -
<br />2eot the rates which are more favorable to the City.
