<br />Co--lesion, and Eo C. Allen and H~ Dunn, representing the Chamber of Commerce, and the City
<br />~anager met and. it was agreed that the following t~ee recommendations should be presented
<br />to the Council:
<br /> 1, Fi~m insistence that the p~oposed project be a direct ~o_n~uel
<br /> between the two cities, and not ~ hop-skip-and-jump affair calling
<br /> for a tur~uel to Berkley and then'"to Norfolk via bridge.
<br /> 2. That the ~project be a four lane tun.uel affording direct connection
<br /> between the cities, and not a two-lane tuunel as proposed by certain
<br /> officials of a neighborizig City.
<br /> 5.Location of the entrance to the proposed tunnel should be north of
<br /> High St., no f-~ther west than Effing~ or possibly ~ashingto~ St.

<br />~, there has been created under the Acts of the General Assembly
<br />of the State of Virginia, the Portsmouth and NorzolL Tunnel Commission
<br />to join the cities of ~orfolk and Portsmouth together by either a tunnel
<br />or a bridge and,

<br />as well as the taxx structure ~s dependent on where the tun_uel enters into
