Fred
~Faye who presented the relieving:-

'"As a part of the p~ogr~n~ of disposition of the public war housing
in the Portsmouth area, the sits of Armistead Trailers located north of Truxton has been
turned back to its ov~ers in a condition which makes readilypossib!8 ~ne development of a
well designed residential area for negro veterans and their families.
By &ombining a demo~ating contract which we hold for the buildings
in the ~arracks "A" section of the Naval Shipyard, with the development of the Armistead
Trailer site it will be possible £or us to build approximatel~ l~0 houses for negro veterans
at a cost stated by the Riehmond 'office of the FHA to be~the lowest to come to their atten-
tion. Preliminary plans have been approved by FHA and we anticipate that construction will
be under way within a week.
The history of the~Truxton area of which_ this site is a part is one
of several past attempts toward development~ As a result there is a certain plat now on re-
cord which does not agree~with the lines of the present development. We are inclosing a p~int
of the North Truxton area, marked to show'this situation. The solid lines indicate the exist-
ing development including defined streets, v~aile the dash lines show the plat now on record.
By the proposed development we propose to accom~l~h several things:

with
steps:

the

t. The creation of taxable values in vacant area.

2. The enlargement of a welt stabilized substantial
negro community.

$. The provision of substantial, w ell ~ilt housing, within
the ability of the average negro veteran to pay.
The preliminary plans have been checked with and are in accordance
City Plau and the Zoning Nap~
We respectik~lly request therefore that the Council take the followi~

1. The vacation of the following streets:
Fanning Street in its entirety
