¥ou~ t~h~ee questions and mya nswers follow:

Question i:
Will the newt ares affect the established rates to t he City under
our franchise?

Section 16 of the franchise states in part, 'The grantee shall fur-
nish to the grantor free of cost forty-two telephone s rations,
fifteen extensions, and such numbe~ of loud rtngingbells as a~e
necessary." YYe have been applying the most liberal treatment to
this provision of the fr~uchise. In order to sllowthe City the
maximtnn ~mottut of free concession service, the indi~idual business
extended a~ea rate was applied to the forty-two lines stipulated
and the business extension rate to the fifteen extensions. Like-
~ wise, we -~ill continue to ~ply the new individual business extend-
ed area rate and the new business extension ~ate. This treatment
will orove to be even more favorable ~ the Czty w~th the ~mpletmon
of yo~ new cormauni~ations system, because P.B.X. ~nstallatmons mn-
crease efficiency through reducing exchange line requirements w~hile
providing for an increase in station lines, ~lus a nttmber of other
advs~tages.

Q~esti on 2:
Ma~ cmtizens in the futtuve seek either limited or unlimited service
to Norfolk and continue to have a choice?
Answer:
~e~will continue to furnish either local ~ea service or extended
area service to citizens of Portsmouth.

Question 3:
What is the average rate increase to households on unlimited phones?

The individual residence local area service rate has been increased
from $3.25 per month to $3~50 per month. The two-pal~y residence
local e~ea service has been increased from $2.80 per month to $3.00
per month.
~nasmuch as we have on several occasions dis~ssed the need for more
individual services in the City of Portsmouth, I we~t to take this
opportunity to point out that when adequate facilities are available
o~v citizerm who now have two-party local are~ service may enjoy
individual local s~ea service for the small additional sum of fifty
centa,.per month.
Very truly yours,

S.A. Kedy, anage~-.

0n motion ordered filed.

~nd - "Du~ing the past several years, the drain near Oak Grove Cemeter'
has proven quite discomforting to th~ citizens in that area, and in the past three weeks the
Health and Engineering Departments have spent considerable time in storeys there; I -have per-
sonally attended two meetings called by citizens.
it appears imperative to me that this drain should be covered
and $21,000,00 incozeporated ~u Capital Assets~for bonds to be issued, should be appropriated
to take care of this before the s-~mer."

Motion of Mr. H~derson to place on its first reading ~u appropriation
of $21,000.00 for said pttrpose, was ad~pted.
3rd - "In furtherance of the zpparent necessity to separate ~narity
~ Ds~ghters~Hospitalinto their proper categories and to p ay the hospital
tients at the K_ngs
for their services, I em reoozm~ending ~hat I be instructed to negotiate with the Kings

ters Hospital or any hospital f or the
sis. r feel certazn this will prove

adopted.

Motion of Mr. L~

4th - "i have b
relief load and for your convenience,
ary, 1946, with a s~ilar three month
It ~ope~
with either curtailing amounts due or
our City.~

On motion ordere

8th- "The Peng
table enterprise, for which a~charge w,
the $80.00 to this o~ga~ization."

~are of ou~ charity and city patients on a per diem ba-
~ant~geous to b otb the City and the local hospital."

~ence to ooncu~ in the Manager's recommendation,was

~oome greatly co~cerned over the cuzTent increase in ou~
would like to co,narc ~ecember t94~, January ~ nd Febru.
period of December, 1946, Js. nua~y a nd February, 194V.
· s to me that ~if this load continues, we will b e faced
~e added taxation to take care of the needy cases in

!.filed.
~zn Club used our A:K-moZ'? on Decembe~ 6th for a chari-
inadvertently m~de and i am requesting that we reftmd

Motion to concur in the ~s~ager's recommendation, was adopted.

6th - "At our meeting on January 28th, I presented to you a series of
d~awings fo~ the oroposedunderpaSs at H~gh St. and the Belt Line.
