<br />periencing considerable difficulty in meeting its finaneisl obligations on~ccount of the ser-
<br />vice it is rendering to those who a~e f~uanciallyunable to pay and are necessarily classified
<br />as charity patientso
<br /> The cha~ter of the Hospital provides that ~the purpose of the hospi-
<br />tal is to provide medical aid and nursing to the sick, and disabled~ and i~ came of the poo~
<br />without a charge as far a s the means of the association will permit.~'
<br /> It has been the oolicy.of the Hospitsd to carry out the purposes for
<br />w~eh it was established and a g~eat amoun~ o f charity work has been per,or, ed.
<br /> ~=e cha~itywork of the hospital has been divided into two classes,
<br />namely: City Cha~ityand Hosoital C~s~ity. Cases falling under the category of City Chamity
<br />are those patients who are a~mitted t~oughthe emergency room of the hospital and a large per
<br />centage of these are brought there by the Police Department of this City.
<br /> For the year 19~ the smount of City Charlty,~ases on ward rates, was
<br />$15,592.65; for t~e yea~ 19~5 the amount of City Chs_~ity; based on ward rates, was $20,631o90
<br />and for the yea~ 1945 ~he amount of City Ct~a~i~y was $32,337.02. The Hospital has received the
<br />sum of $15,000.O0 each year from the City of Portsmouth, f or the three years entm~erated. The
<br />total amotuut of City charity-for the past three years was $69,561,~7. ~ne total amount receiv~
<br />from the City for the past three years for services rendered was ~5,000.00, thereby creating
<br />a less of $2~,56i.5~ for the past three years.
<br /> The smount of hospital charity for the past three years was $8V,018.~
<br />No part of tl~is expense is borne by the City of Portsmouth.~
<br /> The E~recto~s of the Hospital feel that the loss sustained f rom pa -
<br />tients admitted on the certificate of the City Physicia~, an agent of the City should be borne
<br />by the City smd are therefore requesting that the City Council appropriate the s~m~ of $2~,561.~
<br />for the benefit of the Hospital, which amount is justly due ~d~owing to it by the City.
