i do not think the tunnel described has the best interest of
<br />the City of Portsmouth, the citimens, our state, nor the City of Norfolk, at.heart and i believ
<br />that every e£fort shouldbe made by the City of Portsmouth to impress upon the Co~mission, the
<br />following:

<br />1. That the ~nnel should be cons ~ ~cted with the view of cor~uecting the two
<br /> cities together at the closest point of physical contact.
<br />
<br />That the mouthof the tunnel on. the west side should be placed, certainly
<br />with the interest of the City of Portsmouth at heart.
