I presume what the City Council has in mind is the ~seof our Safety Patrols to look aFte~ the school children at certain more or l~ss dangeroas intersections which are now taken ca~e of by police officers. We have debated this matter in the~past and reached the conclusion that this was too heavy a responsibility to be placed upon yoang school children as a voluntary service. As you knc~ these school children of ouzel a~e qai~e young, and the service, would be entirely voluntary, and yet this work of looking after the int~ersections mast go on several times every day regardless of the weather. We shall be very glad, however, to give this matter further consi- deration, and would like to know just what co-operation the Police Department desires from the schools." 0n motion o ~dered filed. 4th - "For the sake of the records, I weald like to point out'that a study, made by.the Research Service of the Virginia Educational Association, Robert F. Wil - liams, Secretary, gives some interesting info~mation about our sch0ol appropriations. Portsmouth ranks twenty-third in,ability to care for its schools oat of twenty-four cities and towns. We are fourteenth in our ability for self help to the schools. I am recommending sach~en appropriation be made and be retroactive March 1st at which time he took over the joint departments.~ Motion of ~.
