Grimes, the following ordinance was placed ~ its first <br /> <br /> "AN 0P~INANCE TO AMEND SECTION 10 RELATING TO RATES 0t~ FARE <br />0F AN ORDINANCE ENTITLED: 'AN 0RDI~TANCE TO REGU ~LATE THE LICENSING <br />AND 0P~TION OF TAXI-CABS ON THE STREETS OF T~ CITY" <br /> <br /> §th - "Several weeks ago, I proposed to you that I be authorized to ente~ <br />into a contract with the Inte~natinnal Business Machines Company, toward the idea of improving <br />our system in the City. <br /> The annual cost of this contract would be $5,800.00 per year and it <br />would take care of our tax billing, water billing, pa~king meter records, any increases caused <br />by successful annexation and also for use in billing of statements for Sewage Disposal. <br /> The total cost of $8,800.00 could be divided on a proportionate ba- <br />sis of approximately $3,000.00 for the Water ~Depa~tment and $1,500.00 each from the General <br />Fund and Sewage Disposal cost.~ <br /> <br />0n motion, laid on table until next meeting. <br /> <br /> 6th "You authorized me to enter~ into an agreement with the Retai~ Mer- <br />chants Association for the construction of a m~cipalparking lot, which is now atailable at <br />the north end of.Middle St., t o any of our citizens who would care to use it. <br /> I was authorized by you t o enterinto an agreement with the Virgi- <br />nia Electric s~d Powe~ Company for the ~se of the land, which is $12,00 annuelly, plus one haLT <br />of the cost of the construction of the lot- all not to exceed $~50~00." <br /> <br /> On motion ordered filed. <br /> <br /> 7th - "The Compensation Board of the State of Virginia has agreed to pur- <br />chase a set of two double lock leg-irons and one officers' special cuff with five foot lead <br />chain. <br /> I would appreciate authority to-approve this aquipment for $3V.S0, <br />which will be repaid by the State CompensatiOn Boa~d." <br /> <br />Motion to concu~ in the Manager's recommendation, w as adopted. <br /> <br /> 8th - "Effective May 16th, in accordance withSection ~2 of the Budget <br />Ordinance adopted for 194V, I am abolishing the position of Superintendent of Cemeteries." <br /> <br />On motion ordered filed. <br /> <br /> 9th - "In order to rigidly enforce our health and sanitation laws, I am <br />assigning a police officer to the engineering de~rtment to aid in the enforcement of garbage <br />and trash collection. <br /> I am also requesting the health department to make a thorough in- <br />spection o f back yards and premises with reference to sanitary conditions." <br /> <br />On motion ordered filed. <br /> <br /> 10th - "There is a law in Congress now pending that will allow municipali- <br />ties the right to secure equipment and small handmachine tools at no cost other than moving <br />them from the site. <br /> ~e need d~ill presses, circular saws, milling machines, g tinders, <br />shapers and much miscellaneous equipment in our shops and if we could secure this equipment from <br />the ta~ Assets Administration, we would save considerable money as well as engender better ser- <br />vices. <br /> I have no idea what cost v~lt be entailed, but i do think it is an <br />excellent opportunity to secure equipment either gratis or at a reasonable cost depending on <br />conditions. I recommend that I be authorized to purchase necessary equipment to be amortized <br />by bonds in capital outlay not to exceed $10,000.G0." <br /> <br />adopted. <br /> <br />Motion o f Mr. Sturtevant to concur in the City Manager's recommendation, was <br /> <br /> llth - "Sometime ago, we discontinued a playground on Effingb~m St. <br />used the equipment elsewhere. <br /> Ne have successfully secured a new playground on Effingham St. and <br />in order to supply equipment for t~e site, we will need an approprmatmon of $§00,00, which I <br />recommending be made at this time. <br /> <br /> Motion elna. ~eiseman to place on its First reading an appropriation of <br />$800,00 for said purpose, was adopted. <br /> <br /> t2th - "¥~e have begun work on an~efght inch water line on Queen st., from <br />Dinwiddie to ~iddle, with installation of new hydrants on the northwest cor~er of Court and <br />Queen Sts., and the southwest corner of Queen and Middle Sts. In addition, w e will install a <br />new hydrant on High St. in frdnt of the Virginia Theatre, to relieve p~essure on the north side <br />when we have large fires. <br /> <br /> <br />
