At a reg~lar meeting of the City Council, held i'~y 27t~ 1947, there were present: <br /> <br />Leslie T. Fox, George L. Grimes, Arthu~P. Henderson, Jame~ <br />F~nk D. Lawrence, C. E. ~¥arren~, Pearls J. Wilson, Arthu~ S. <br />City Manager and R. C. Barclay, City Attorney. <br /> <br />N. Howard, <br />Owens, <br /> <br />The minutes of the regular meeting held Eay l~$h were read and approved. <br /> <br /> On motion of Mr. Howard, the rules were suspended to hear gr. Ralph G. Smith of the <br />Disabled American Veterans, who asked the City to give that organization a set of colors to <br />cost not more than $175.95. <br /> <br /> Motion o f Er. Howard to appropriate $175.95 for ~aid p~pose was adopted, and by <br />the following vote: <br /> <br />~yes: Fox, Grimes, Henderson,Howard, Lawrence, Warren, Wilson <br /> aye: None <br /> <br />The following communications from the City ~Lg_uager were read: <br /> <br /> let - "Effective May 14th, I a_~peinted E. N. Boshall, for a probationary period <br />of fou~months as a member of the Port~uouth Police Department. <br /> Effective May 19th, Z appointed R.L. Morgan, for a probationary period of <br />four months, as a mamber of the Portsmouth Police Department." <br /> <br />On motion filed. <br /> <br /> 2nd - "Effective J~ue 16th, with~ your permission and an appropriation of neces- <br />sary funds, we plan on transferring the Juvenile, Domestic, Traffic and Civil Court proceed- <br />ings from the present Court to the offices that have been used by the Draft Boards on the <br />third floor of the ~arket Building. The new office will be known as the Adolescent Hearing <br />Chamber. <br /> At a conference with Judge 0asr and Er. ~bster, plans ~e being made to <br />put this into effect on June 18th, and in my opinion, this is a s tride fo~ard for the City, <br />as it relieves childmen from the court atmosphere ~ud allows ou~ citizens to attend to court <br />affairs removed from the jail~" <br /> <br />On motion filed. <br /> <br /> 5rd - "The a~tached letter, ~e$ative to the open d~ain in Scotts Creek, between <br />Ann Street and one hundred zest north ox Leckme Street, neam the Oak Grove Cemetery, has ~been <br />received by me, from the City Engineer, and I am recommending that we accept the lowb id." <br /> <br /> inclosure - <br /> "In response to our advertisement for bids on Eay ~0, 19~, at 12 o'clock <br /> neon, for the construction of ~2" and ~8" reinforced concrete pipe dmain on <br /> pile foundation in a branch of Scotts Creek between Ann St. and 100 feet <br /> north of Leckie St., between.Oak Grov~ Cemetery sad Park View, the following <br /> proposals were submitted: <br /> Boney Construction Co., Norfolk, Va. $19.955o00 <br /> A. J.~ Ponton, Eorrison, Vao ~5,510.00 <br /> Wm. C. Fray, Portsmouth, <br /> A. G. Pinkston, Portsmouth, Va. ~,7~0~00 <br /> I do hereby recommend that this contract be awarded the Boney Construction <br />Company ~Uae low bi~er, for $19~9~5.00. The estimated cost and the ~mount approp_~ated by the <br />Council was $~1,000~00." <br /> <br />5{orion of Mr. Henderson to concur in the Manager's recommendation, was adopt~ed. <br /> <br /> 4th - "In January, 19~6, we requested the installation o f fifty-nine lights in <br />the Prentis Park are~ Many would be at points where city blocks are unusually long and would <br />be for the protection of the public fngeneral. <br /> We make every attempt to have bette~ lights in. our City for the protec- <br />tion of the public and I would like your authority to proceed with the installation of as many <br />of the lights as the Electrical Department deems necessary." <br /> <br />Mo~mon of ~r. Warren to concur in the Manager's reco~endation, was adopted. <br /> <br /> 5th - "I would like to be out of the City frc~ June 15th th~uugh Ju_ue 29th, and <br />requesting you~ permission for same." <br /> <br />Motion o~ Mr. Howard tog rant the Manager's request, was adopted~ <br /> <br /> Motion of NLv. Wilson that the Mayor act for the Manager, during Dis absence, <br />was adopted~ <br /> <br /> 6th - "There is an open d~ain at the north end of Pinners Point baseball field <br />and I believe there is a sufficient amount of money appropriated that this drain could be in - <br />eluded in our improvement program. <br /> I would like you~ authority to install this drain and have your aas~- <br />anco that in the event there are not su£ficient funds to complete it, that the necessary ap - <br />propriation to finish the job bould be m~de available." <br /> <br />Motion of Mr. Howard to concur in the Eanager's recommendation, w as adopted~ <br /> <br /> <br />
