year 1946, covering the affairs of the City of Portsmouth dud I would like to quote four para-
graphs from the report, which should be of interest to all of us:
Page 13 - 'In view of the present economic trend, particularly as relating
to municipalities, and along the line of our previous comments on
the subject, we quote from our report of last year, as follows:
"We believe the question of setti~ aside funds for use after the
war is a most iogical premise, and the management of the City is to
be commended for its saga~ ousness in following the trend in this
direction.~'
Page 27 ~Steps have been taken by some other cities to ~ncrease revenues
and, it is our opinion that the City of Portsmouth might well
consider, in some meas~e at least, the examples set by other muni-
cipalities.,
Page 2~ - ~The accounts and records, as maintained in the office of the City
Clerk and Auditor, have been accurately maintained, were neat in
appearance, and reflect careful and studious attention thereto by
the City Clerk dud Auditor, and the office personnel. The fore -
going is t~ce, also of the office of the City Collector, which em-
braces a vast amount of d stall work. The records of the department
subsidiary to the two above-mentioned, as far as our direct examina-
tion reached, appeared to be in proper order. As stated hereinbefore,
we have suggested, in a separate report to the City Manager, certain
changes in the manner of keeping the records, and the reporting of the
results thereof ~o the proper receiving offices.
Page 28 'We understand that these changes have been put into effect following
the forms submitted for the purpose of properly recording these daily
transactions of the several subsidiary departments,.~,
