<br />Minutes of regular meeting held ~ay 27th, 1947, were read and approved.
<br />The following communications from the City E~uager were read:
<br />
<br />1st - "At ou~ Council meeting c~ Way 2~h, 1947, Er. Howa~d~requested a
<br />
<br />survey of sidewalks in the City which are uDrooted by trees causing inconvenience to pedes -
<br />trians. ~ ' I do not f?el the City
<br /> 0u~ estimate of this entails a figure which
<br />can afford to enter into; howeveF, mf the Council sees fit, there should be approprmated a
<br />tain s~m of money for the replacmng of these Sidewalks which have become a hazard to pedestrm-
<br />ans. These should be construed as hardship or protection cases and no~ a general sidewalk pro-~
<br />gram."

<br /> Motion o f ~. Howard to.place an appropriation of $5,000.00 for said pu~-
<br />pose, on its first reading, was adopted.
<br />
<br /> 2nd - "Last year, the Gener~ Assembly passed a law dated March 28th,
<br />1946, allowing municipalities to create an ordinance requiring p~operty o~mers to cut weeds
<br />from their property. Subsequently, on July 9th, 1948, you adopted an ordinance req?~lring the
<br />cutting of weeds from vacant lots.
<br /> We had innumerable complaints concerning t~is and whereas I do
<br />not want the City to get into the weed cutting business, nevertheless there are some extreme
<br />cases and I tb~ukt he employment of a crew to cut these weeds and charge s~e to the property
<br />owner shouldb e started by us immediately."

<br /> Eotion of Er. Stu~tev~t to place an appropriation o f $2,500.00 for said
<br />purpose on its first reading, was adopted.
<br />
<br /> 3rd - "The Tidewater Automobile Association of Virginia has requested the
<br />cities of Norfolk, Portsmouth and Newport News to send one representative to Atlanta to attend
<br />the National Institute for Traffic Training.
<br /> They have shown such an interest in the oro~ram_~at they are will-
<br />.lng to payone half of the expense of one of our men to attend thms school, .and since the cost
<br />lS~$120.OOour men forandthis°urtraining."pa~t would be $60.00, I am recommending that I be authormzed to send one of

<br /> 4th - "The following l~tter has been received from the Portsmouth Lmons~-|~
<br />Club and I would like to discuss it with youprlor to making my recommendation:

<br />'The Officers, Directors and Eembership of the Portsmouth Lions Club
<br />have voted unanimously to spenser the erection of a permaneht ~Boys
<br />Club B~ilding in the City of Portsmouth at an approximate cost of
<br />$50,000.
<br />The Lions Club has donated the amount of $5,000. t o start this pro-
<br />ject and have pledged themselves to raise the additional $45,000.
<br />It is the desire of the Lions' Club that upon the completion of this
<br />building, it be presented to the ~ityof Portsmouth as a living me -
<br />morial to the Portsmouth boys who lost their lives in World War Nc. II.
<br />Zt is requested that the City of Portsmouth aecept and operate this
<br />building ~aen. completed.
<br />Further, it is requested that the $10,000. recently appropriated by
<br />the O~uncil of the City of Portsmouth for use in securing a .Boys
<br />Club for the City of Port~mouth be given this project to b e used for
<br />equipment fcr the proposed permanent Boys Club building.
<br />Further, it is requested that pezmission b e granted by the City of
<br />Portsmouth'to erect this Boys Club building on the City of Portsmouth
<br />property located south cf the Armory on Elm Avenue.
<br />Further, it is the desire that this matter be treated as ¢onfidentiai
<br />until such time as publicity is desiredby the Boa~d of Birectors of
<br />the Portsmouth Lions Clube
<br />~e will highly appreciate your action on this matter at your first
<br />meeting in order that we may proceed with our plans.

<br /> Motion of Er. Howard that we accept the Lions' Club offer and that our
<br />~ppropriation of ~10,000.O0 for the balance of the yea~ for the p~pose of p~chasing equipment
<br />as mequested by the Lmons Club, w as adopted.

<br /> ' 5th - ".On the recommendation of Er. Bergeron, our City Engineer, I would
<br />like authority to pay our Engineer inthe Sewer Pumping station. S180.00, due to ~u increased
<br />amot~ut of work and responsibility.
<br /> This would requ ~e no appropr~atzon, b~t sathority to increase
<br />t~is account by $180.00, fro~ April 1st to December ~lst) 19!7."
