As ye? know, we are still racing these cars <br />every Wednesday night, before large cro~ds~ wekther permitting, on the ~rack built by~.A.H. <br />Haynes, next to his service station and garage at 2218 High St. S~nce January, however, w e have' <br />increased in number from mix to eighteen, formed a club, become affiliated with the American <br />MiniatUre Race Car Association, a National Non-profit Organization, a nd run in a rtl-city race <br />with the Baltimore and ~ashington, D.C. Clubs, winning five of eight prizes. <br /> There is still one thing ~ongwith our org~ization. The pres- <br />ant track is too small amd is nos suitably located for us to hold an official sanctioned race <br />with seventy-five or mere cars competing. We arb therefore asking the City o f Portsmouth to ap- <br />propriate not more than fifteen hundred dollars ($1500~00) for the construction o f a new t~ack <br />to be located in City Pa~k. <br /> Sincerely, <br /> <br />Portsmouth Model Race Car Club <br /> Richard E. The Eanager of yoUr mu~icipalit? i s carrying a heavy load ~a~.d he <br />must be ready to make sound recommendations to yo~ on many i~portant matters - what polzcy to <br />follow regarding public construction work in view of the probability of lewer p~ices, what to <br />do about the continofng trend toward hig~her wages and shorter hoUrs, how to provide more ser- <br />vice demanded by citizens, etc. - all at a time ~nen the tax dollar is shrinking and additional <br />revenues are more 8~fficult to obtain. Past exper ience has proved that our annual conferences <br />provide an unusually good opportunity for a manager to get ideas bn how his city can improve <br />services and reduce unit costs. <br /> ~ile the conference program is made up almost entirely from <br />suggestions sent in by managers who will attend, t~ere will in addition be ample time for you~ <br />manager to suggest and have discussed at the conference any special problem of urgent and im - <br />mediate concern to you~ city. <br /> I know you wi.ll appreciate the benefits that will accrue to <br />your city from ~a~ing ~ou~manager at this meeting and we would appreciate hearing what action <br />is taken authormz~ng h~s at~ndance. <br /> Respe6~fully yours, <br /> <br /> Clarence E.
