<br />mander of the Norfolk Naval Shipyard, and if there is no legal conflict, I would appreciate
<br />authority to designate spacenear the Navy Yard for~ County cabs, which would greatly expedite
<br />services for personnel using these cabs f~om the Navy Tard~~

<br />entering the Shipyard. Fo~uer!y persons on ships, or else-
<br />where in the Tard, desiring a taxi, telephoned to one of
<br />the cab eompauies and the cab responding was permitted to
<br />enter. The cabs called could be either City or Norfolk
<br />County registratio~
<br /> To exercise better control we intend to have calls f~
<br />cabs made to one of the Shipyard Gate Sentry Houses where
<br />a cab stand is established and the first cab in line will
<br />be called in and directed to its destination~ To avoid
<br />discrimination, it is believed that both City au d Norfolk
<br />County cabs should have the privilege of using that Cab
<br />Stand. We can designate either Gate #10 (Fourth St.) or
<br />Gate ~18 (George Washington and Pine) for this purpose~
<br />As I understand it, City ~oabs wou~d be barred in one case
<br />and Norfolk County cabs in the o~lmero
<br /> If an exception can bemade so that both City ~d Norfolk
<br />County cabs could use the cab stand at Fourth Street Gate,
<br />there would be no question of discr~ination when we desig-
<br />nate Gate #~0 (Fo'a~th street) a s the cab stud for the
<br />Shipyard. Please advise me of the feasibility of this ar -

<br />end, he would like authority to build on the back o f his present plaice of business, a pavilion
<br />which could be used for picnics, meetings, dances, or entert~nments~
<br /> Personally, I see no. objection to it, but rather believe it would
<br />add a service and entertainment for our people, and I am recow~ending that I be a~hori~ed~to

<br /> We have made a careful survey and believe that one thousand
<br />trees at 45.00 each could start a program, ~kieh would beautify our City, but this progrsm
<br />should be c6ntinued over a period of approximately zmve years.
