At a regula~meeting of the City Council, held September 9th, 1947,

<br />H. Earl Weiseman, Pearle Jo Wilson, Arthur S. Owens, City Manager,
<br />and R. C. Barclay, City Attorney.

<br /> Minutes of regUlar meeting held August 26th and an adjourned regular
<br />meeting of August 29~h, were read and approved.
<br />
<br /> Item No. i of a report of the Zoning Co~ission, laid on t able on August
<br />26th, was taken up, reading as follows:

<br />"On Gospor~ Road between Temple and Royal Streets, beginning 40 feet
<br />west from Temple Street, thence 35' x 80? f~om Residential Class D to
<br />Commercial Class A."
<br />
<br /> Privilege of the floor was g~ante~ anyone interested. Q. Co Davis,
<br />ney, and T.~ R. Batten spoke against &nd M~. Davis presented the following petition:

<br /> "~e, the following residents, oppose to the building of a store in otL~
<br />section, which is on Gosport Road, and Temple St. ~e hereby sign for opposed.
<br />

<br />Motion of Mr. Grimes to continue on table until next meeting, was

<br />The Tollowing leSter and petition were read:

<br /> ~In regard to the attached protest, I wish ~o state herein that I have
<br />been a resident of Portsmouth for thirty ~30) years and I have always liked Portsmouth a nd
<br />boosted the City.
<br /> I have invested almost all o f my life's savings here in my home, n ow I
<br />am old, and to have something like this to come upte disturb the peace of our neighborhood, it
<br />makes me almbst sick and it depresses me v cry much.
<br /> I have always tried to live to be a decent citizen ~nd respedt the
<br />laws and have a little consideratio~ for myTellbw men. I want to continue to be a resident of
<br />P~rtsmouth s_nd I am proud of my home~ but if this condition is allowed to continue, my wife and
<br />myself wiS1 be compelled to s ell ou~home and leave, then our dreams of our happiness for
<br />old age will be gone.
<br /> Nobody objects to a neighbor who wants to work on his oEn ca~, but
<br />when he goes to ~he ext~em~ of working on everybody"s car at any time, day or night sad has a
<br />man to help him at different times and has no respect for S~¢.days, that's goLug to the extreme.
<br />Especially in a residential or a restricted zone.
<br /> I have acquainted ou~ Councilma~with the conditions and circumstances
<br />~egarding the auto ~epairing garage, but so fa~ nothing has been done to stop it. Now, we
<br />at last making an appeal to you, Gentlemen, hoping this auto repair garage at 2311 Jeffers~ St
<br />be discontinued.

<br /> We, the undersigned, object to this garage for the following reasons:

<br />1. The garage is located in a restristed residential
<br /> zone (Prentis Park).
<br />2. It reduces the value of ou~ l~operty.
<br />3, This man operates this garage ~a~d repairs ca~s on Sundays,
<br /> meanwhile there has been as mauy as five or six cars lined
<br /> up a~ound his place~waiting to be serviced~
<br /> (a) The police came tohis place on a SUnday afternoon amd
<br /> told him to stop w~king on Sund~. He stopped work f or
<br /> about an ho~ then he continued on with his work disre-
<br /> garding Sunds~ closing laws, a s well as the wa~ning given
<br /> him by the police.
<br />4. He works ~s I~te as l0 or ll P.~. and this ~nstitutes a
<br /> nuisance in a residential district.
<br /> This Mr. 0ares has been repairing cs~s at this add~ess
<br /> for at least four o~ five yea~s without a license until
<br /> just recently. About August 5th~ ~9~V~ Mr. Johnson, the
<br /> City ~i~cense lnspecto~, came to hzs place and compelled
<br /> him to obtain a license.
<br /> For the above reasons and information, w e hereby appeal
<br /> to you for protection of ou~ property and law and hope
<br /> that thee City w ill co-operate with u s to help eliminate
<br /> this r epai~ shop.
