<br />as such until the City ~y need it.

<br /> On motion of Mr. Barclay, privilege of the floor w~s granted a committee
<br />from the Humane Society, ~£ni~h presented the following:

<br /> "~e, the Portsmouth H~_mane Society, organized for the prevention of s~elty
<br />to animals in the City of Portsmouth, County of Norfolk, hereby make a vigorous probes% to the
<br />past and proposed methods of tile City ~anager in delivering dogs picker up lry the City Game
<br />~arden to the University of Virginia at Charlottesville, for the purpose of experiment, ing on
<br />these animals. This group, after much hard work, has reached a membership of over szx hundre~
<br />voting members, and we appeal to each ar_d every one of you to stop this miserable way of earn-
<br />lng revenue for the City of Portsmouth. Surely the City of Portsmouth is not in such poor fi-
<br />nancial straits as to resort to this method of making money as the present City ~anager has
<br />done in the past and is contemplating at the present time tb continne. ~7e are here to compel
<br />this kind of heinous methods to cease and we are here to remain a per~a~uent group to s es that
<br />ali such cruelty is stopped.
<br /> ~'~Ye have co-operated in every way possible with the City of Portsmouth and
<br />we appeal to the hearts and minds of each 'and every one of you zo have this stopped. Just one
<br />glsmce at some o~ the at2ached literature v~ll ~ive you proof of such barbarism.

<br />~ppear before the State Corporation Commission on November 8th, v~th ~ eference to the Chesa -
<br />peake and Potomac Telephone Company's reques~ for increased rates.
<br /> The hearing has sta~ted with ~ vidence being presente~d by the Com
<br />pany to justify the increased rates, ahd f~ther hearir~s will b e on November ~0th mud ~ist ~
<br />and the first week in December. In furtherance of your instructions, I will observe the trer~s
<br />and do v~atever is possible to protect the City's interests.~

<br /> ~nd ~i have atv~empted to keep you informed as to o~o_v increased tight,rig
<br />in the City, and under your plan and program, to provide better lights for traffic, safety and
<br />the reduction of crime, I would like to report ~that onA pril ~0th, 194F, w e had a~total candle
<br />power in the City of 198,&O0, and as of October $lst, it had increased to B4~4~0.
<br /> Me are constantly replacing 100 C.P. lights with B~0's, and one ef
<br />our new lighting projects is near the City Stadium, where we have placed four new lights on
<br />Queen St., between Second ~ud Fourth Avenues and one at Glasgow and Second Ave., alao an addi-
<br />tional 400 C.p. light at the Boys' Club to the west of the Stadium."

<br />raised new and bet~e~ lights for Prentis Park, but had not done s o and asked the ~ganager to try
<br />to get the Power Company to comp%y with the agreement.
<br />
<br /> ~rd - ~Iany of our citizeHs who attend 'tlme football games in the s tadiu~
<br />have consta_utly asked me about theCity erecting an electric clock for football, and while I
<br />think this is a splendid a¢m~ssory for_ the stadium, nevertheless it ~ould cost a great deal
<br />and other users of the stadi~um have not shown a special inter,st in providing a clock.
