<br />The following commEaications from the City Manager were read:

<br /> 1st "I am in receipt of the fo!lowim~g letter frcm ti~e Superintendent
<br />of the Water Department, in which I concur:
<br /> 'The standpipe, ~asb._ington St., Suffolk, Va., has been out of
<br /> service since July. We have made every effort to dispose of this
<br /> stsmdpipe and have advertised in a trade magazine, all without success.
<br /> We have an offer ~om the Portsmouth Salvage Company to remove
<br /> this standpipe for the material, ~thout cost to the City. The Ports-
<br /> mouth Salvage Company will assume liability for dism~tling, and ~ll
<br /> remove standpipe but will not remove foundation.
<br /> We reco~iend acceptance of this proposal and, if possible,
<br /> would appreciate approval by the City Council at tonight's meeting."

<br />be necessary to m~e mn appropriation of $977.19 to the State:

<br />~0f the $!190.00 check which we received from Rosetta
<br />Foreman's estate, $6SB.50 belongs to the Federal Govern
<br />merit and $354.69 belongs to the State. The combined
<br />amount of $97V.19 mu~t be sent to the State.'

<br /> 3rd - "You:referred to me, at our regular meeting on October 14th, the
<br />question of the possibility of routing traffic from Water and London Sts., north on Water St.
<br />to Glasgow St.~ thence on Glasgow, west to Grawford St.
<br /> The Engineering Department thought it was an excellent idea to have
<br />the area paved and we are now routing traffic through these streets when there is congestion
<br />of cars leaving tlme ferry at the foot of High St."

<br /> 4th - ~e are very ar~xious to bring our Building Code up to date and I
<br />have secured Er. George Van ~eeuwen to accompany ~r. Be~geron to Bi~mizfghamon Wednesday
<br />December 10th for a meeting ~ith building officials there, who have modernized their Codes.
<br /> They w!ll probably be there ~'or t~'o days or longer ~ud ! would
<br />appreciate your confi~nation of o~ attempts to modernize the Code and also authority to make
<br />the necessary trip.~

<br /> 5th - ~Realizlng that all of us have attempted to keep e~qa_e~ses down and
<br />still maintsin services, it is ~ith reluctance that i ask that you place on its f~rst reading
<br />an ordinance placing a ten per cent a~missi~n tax on tickets to amusements and ot~r enter-
<br />t air~ent affairs.
<br /> This office feels that exceptions for children under twelve attend-
<br />ing theatres, lect~es of nt~aerons types and charity affairs might be considered for exceo-
<br />rich. However, I ~uow that if we ms~ke one exception there would be merits for dozens.
<br />fore, i am recon~ending that the ordinance include eve~y~shing.~'
