May 22, 2001 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />CONTRACT WITH GEM PORTSMOUTH PARKING, L.L.C., FOR THE PURCHASE <br />OF A PARKING GARAGE IN THE 400 BLOCK OF MIDDLE STREET FOR THE SUM <br />OF $7,000,000. <br /> <br /> WHEREAS, GEM Portsmouth Parking, L.L.C., ("GEM") has proposed to <br />construct a four-story parking garage on property owned by GEM in the 400 block of <br />Middle Street; and <br /> <br /> WHEREAS, the proposed structure will meet City parking needs and design <br />criteria; and <br /> <br /> WHEREAS, upon completion of construction, GEM is willing to sell to the City the <br />parking garage together with the underlying real property for the sum of $7,000,000, <br />and the City is willing to purchase said properties. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and he hereby is, authorized to execute, on behalf of <br />the City, a contract for the purchase of the proposed parking garage and underlying real <br />property in the 400 block of Middle Street for a sum not to exceed $7,000,000 and to <br />execute such additional documents as he may deem appropriate for the furtherance of <br />said purchase." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 170 - Adoption of a resolution authorizing the City Manager to convey two parcels <br />of property and two permanent drainage and easements, a Virginia Power easement, a <br />permanent drainage and mitigation easement and a temporary construction easement <br />on the property known as the former Seaboard Coast Line Railroad right-of-way and <br />adjacent to the Olive Branch Cemetery to the Virginia Department of Transportation <br />(VDOT) for improvements to Clifford Street and construction of the new Clifford Street <br />Bridge. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey two parcels of <br />property and two permanent drainage easements, a Virginia Power easement, a <br />permanent drainage and mitigation easement and a temporary construction easement <br />on the property known as the former Seaboard Coast Line Railroad right- of- way and <br />adjacent to the Olive Branch Cemetery to the Commonwealth of Virginia (VDOT). <br /> <br />Purpose and Need: <br /> <br />· This action will allow for improvements to Clifford Street and construction of the new <br />Clifford Street Bridge by VDOT and will remain non-taxable. <br /> <br />Financial Impact: <br /> <br />· After completion of construction by VDOT, this property should be returned to the <br />City of Portsmouth's ownership. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />CONVEYANCE FROM THE CITY OF PORTSMOUTH TO THE COMMONWEALTH OF <br />VIRGINIA CONVEYING TWO PARCELS OF PROPERTY AND TWO PERMANENT <br />DRAINAGE EASEMENTS, A VIRGINIA POWER EASEMENT AND A PERMANENT <br />DRAINAGE AND MITIGATION EASEMENT AND A TEMPORARY CONSTRUCTION <br />EASEMENT ON THE PROPERTY KNOWN AS THE FORMER SEABOARD COAST <br />LINE RAIL RIGHT OF WAY AND ADJACENT TO THE OLIVE BRANCH CEMETERY <br />TO THE COMMONWEALTH OF VIRGINIA (VDOT). <br /> <br /> <br />
